At one o'clock to-day he received a visit from the Chinese min- ister by special appototment, and tn the afternoon he returned the visits of the forelgn ministers who have called upon bim. DELEGATIONS from Toledo, Qhio, are in the city in connection with the appointment of a collector of customs at that place. The leading candidates are Gen. Fuller and Mr. Battell. Holme: Mr. Ingalls presented a petition for the admis- sion of Dakota as a state, and remarked that, in his opinion, the opposition to such admission was Wholly partisan and maligmant. Mr. Vest denied that the opposition was of the character stated by Mr. Ingalls, and asserted that it was made by republicans as well as democratic Senators, and based upon unanswerable facts. Mr. Garland said that the first expression on the floor of the Senate against the admission of Da- kota had come from the Senator from Maine «Mr. Haale) on account of the manner in which the county of Yankton had dealt with its creditors. Mr. Hale sald he had objected to the admission of Dakota on the ground stated br Mr. Garland because the repudiition of Yankton county had been sanctioned by the terrivorial legislature, and he thought it was nei fit nor fair that his ac- tion should be churacter:zed as ithad been by Mr. Ingalls. MISCELLANEOUS MATTERS. ‘The bill making an appropriation for a survey to ascertain the practicability of uniting the upper aMiuents of the Missour!l and Columbia rivers by a canal was passed. On motion of Mr. Mahone, a resolution was adopted instructing the Secretary of the Treasury to send to the Senate a statement showing the number and size of the farms or plantations in Virginia sold under the act of 1862 for the collec- tion of direct taxes in insurrectionary states; the prices for waich, the persons to whom they were sold and the amount of money received from the sales above the taxes and now in the treasury. On motion of Mr. Kellogg, a resolution was adopted directing the Secre "y of State to send to the Senate copies of setters on file in the depart- ment from United States consuls in relation to the shipment and discharge of seamen, and the pay- ment of extra wages. YELLOWSTONE PARK. Mr. Vest, from the committee on territories, to- day reported a bill amending the act erccting and establishing Yellowstone National Park so as to prohibit any monopolies there. The Dill is in- tended to and does prohibit the proposed leasing of certain privileges in the park. It virtually pro- hibits the Interior department from conceding any privileges In the park to any persons. It also provides for the’ protestion of the game, and puts. the park under the legal jurisdiction of Montana territory. Mr. Voorhees gave notice that he would call up the library bill on some day early tn next week. PAY OF STAR ROUTE WITNESSES. The Dill to allow witnesses In the star route cases, who live west of the Mississippi river, two. ani a-half dollars per day, and seven cents per mile for each mile actually traveled, was passed. ‘THE PRESIDENTIAL SUCCESSION BILL. The bill on the calendar to relieve Congress and departments in dealing with claims against the PROCEEDINGS IN THE CRIMINAL COURT TO-DAY— SOCULAR REMARES OF COUNSEL. When the star route trial was resumed this morning, J. 8. Piper, of Pueblo, Col., who was postmaster at Agate from April, 1880, to April, 1881, was called to the stind. He testified that no | mail was ever brought to the office by the carrier on the Pueblo and Greenhorn route, The carrier had come there once. The office was in a direct Une a mile and a half from the main line, but by road it was three miles. Mr. Piper was cross-examined at some length by Mr. Davidge. He sat that the mall not being brought to the office In December, 1880, he sent in MM: resignation as postinaster and turned over the Eiexts Of his oMlee to the postmaster at Muddy Mr. Davidge suezested that the paraphernalia of the office Lonsisted of a key. “More,” said the witness, “and a keyhole,” suggested Mr. Ingersoll. « The hole into which Brady poured tue money,” said Mr. BI “The hole you are now barking at,” said Mr. Ingersoll. Mr. Bliss next took up route 38.194, from Pueblo to Rosita, and submittrd his document ry evidence, the first’ being a letter from J. M. McGrew, con tractor on route $8,132, protesting against a pro- posed Increased. as ‘the mail was carried by an- ‘other route and the increase would be solely in the interest of the contractors. The orders and peti- tions on the route, inclu jing two conflicting af davits by John W. Dorsey, concerning Une nuto- ber of men and an'mals required on the route, were read. Letters froin postinasters recommend- ing the discontinuance of the service were also read. Mr. Sleeman, of the Post Office department, was called, and identified vouchers and other papers concerning the route. The. 1 recess was taken at 1 o'clock, and after recess Mr. Biss continued the introduction of documentary tesumony. TEIAL NOTES. Withers, of Pueblo, Col, sub-contractor on the Pueblo and Greenhorn route; George Sears, postmaster at Greenhom, and Willlam B. Farrish, J. H. McDaniel, and W. H. Higginson, who at different times carried the mail on the route, were examined by the govern- ment. Sears testified to the alteration of a peti- tion.
