Hancock,” as District Commissioner, and the added statement is made that “the selection of Mr. Hancock would have been a graceful compli- ment to the defeated democratic candidate that President Arthur desired to pay.” It ts to be hoped that these averments are not true. We want no sentimental appointment for Commissioner of the District, and that 1s what Mr. Hancock’s appointment would have been. Neither could there be any good excuse for com- Iimenting the defeated candidate for the prest- Seney in that way. Its too expensive. The place of District Commissioner requires @ man fawulllar with the wants and needs of the District; one who is acquainted with the people; one who knows something of the pecuharities of the situation of our community: as regards their relations to the general government; one who 1s able to judge of the relative values of real estate, and who will see that fair and just assessments are made; one who realizes the de- fects of our police and public school systents and of their administration,—a man, in short, who has in an exceptional degree the’ special ‘qualities needed for that delicate and résponsible position, viz: inteltigence, integrity and pluck Such a man can be found, and ought to betound. If he can- not be furnished by one political party, let a dratt. be made upon the other; or take aman who has no politics at all. And just here let me say that considering the number of democratic citizens an tax-payers of Washington there oucht to be no objection urged,—and no good obj*:tion can be urged—to the appointment of a democrat to the ace. Indeed, in view of the fact that the next louse of Representatives will be largely demo- cratic, it would be agracetul and judicious’ ening to ic select a democrat for the place. It woul i be a pol thing for the President to do, and it would be a good thing for the District, It would perhaps be too much to ask or expect the President to with- draw the name of Mr. Olmstead, now that, it has been sent to the Senate. But supposing that gen- Ueman should not be confirmes, why would it not it would be a par- ticularly good thing for the District.—to send in be a good thing all around, the name of Mr. W. H. CLaGetr for the vacancy? Mr. Clagett fills all the requirements cited above, in the opinion of those who know him best, and I belleve his appointment would give entire satis- faction nol only to tae people of ‘the District, but tw the members of the two Houses of Congress, in whose hands the welfare of the District so largely rests.
