To the Editor of Tux Evzwine Stan: I was one of the number who cordially en- dorsed the appointment of Mr. J. F. Olmstead | for one of the Commissioners of this District and was anxious to see his nomination confirmed | by the Senate. I have no personal acquaintance | with Mr. O., but bis reputation as a sound, prac- | ticaland deserving citizen, and the high estima- | tion awarded to bim by those who have had | long and constant opportunities to Judge of his | fitness for the important position of Commia- stoner was sufficient to convince me that he was tif right man in the right place. But after reading in last Saturday's Star Mr. Olmstead’s statement to one of its reporters, I tmmedi- ately changed my opinion on the question of qualification, and now say that bis appointment is a lamentable mistake. and should not be con firmed by the Senate. What A., B., and C. ma: ay for and against him Is not reliable evidence but words trom his own mouth cannot be ques- tioned. When asked if he was connected witi | the star route men he replied: “To tell you the | truth, I don’t know what a star route is. I don't know what you mean by an expedited route. I | hayen’t read a word of the testimony in the case. I like a good fellow when I meet him. I have never asked myself whether they were | star route men, or what they | is is an extraordinary statement and admits } of only one interpretation; that is, on great | public questions he is recklessly ‘indifferent | whether the government officials are honest men or unscrupulous swindlers ““s0 long as they | showed their good sides to him!" In other words, | he is willing to . igi the candied tongue tick abeurt pomp, nd cryok the of : Where thrift may fallow fawatag Furthermore, the statement that he did not know “what a star route is,” is a confession of ignorance of public affairs that an Illiterate “boot-black” on Pennsylvania avenue would be ashamed to acknowledge. Mr. O. also admi | that he, with four others, went on the bond ot Mr. Brady. Nevertheless, while doing so it was a matter of total Indifference to him whether the said bond was to inaugurate Mr. B. to an | honorable and lucrative office, or rescue him from the penitentiary. Some may admire such dis- | interested philanthrophy and generous state: | manship, but a large majority, no doubt, of the intelligent Washingtonians will come to the natural conclusion that such material is “too thin” for a Commissioner of the District of Col- uinbia! Co 1 The Senate adjourned Saturday night to Wed- nesday (to-norrow) with the understanding | that a vote be taken on the clyil service reform bill that day. The National Temperance Society has for- | warded to this city a protest against the pas- sage of the pending bonded whisky bill. Senator Biair, of New Hampshire, has an amendment to the civil service retorm bili pro- viding that no person habitually using intox!- cating beverages shall be appointed to or re- tained in office. NOT IN THE RECORD. Saturday night, about a half hour before the Senate adjourned Mr. Hoar, of Massachusetts, and Mr. Butler, ot South Carolina, had a sharp passage of words during the debate on civil service reform, growing out of an allusion made by Senator Hoar to the shotgun policy in poli- ties. For a few minutes the discussion was in- cisive and trenched upon personal ground. With the sleep of a night both evidently cooled off, for the scene is very carefully omitted from the Congressional Record. — DEcIsIoN AGarnsT 4 Star RovTe SvB-Cox TRACTOR.—Sixth Auditor Ela, of the Post Office department, rendered a decision Saturday In the star route contract case of Mr. Chase Andrews. Mr. Andrews was b-contractor under A. E. Boone on route . 30107, in the state of Louisiana, but he did not file his sub-contract with the Post Office department until December | 19, 1882. In September Mr. Boone was declared a failing contractor on routes Nos. 3266 and 3265. Andrews now requests payment for ser- | vices performed by him on route 30107, for the quarter ended September 30, and the auditor refuses it on the ground that under the law “no payment shall be made for service on any routes under contract with such person until ail penal- The Cabinet Meeting Te-day. Allthe members were present at the regula meeting of the Cabinet to-tay. The session wag short, aud was mainiy devoted to considering t® case of Sergeant Keliy, of Fort Popham, Me., WRO 1s now awaiting trial for murder. SENT TO JAD. FOR BEATING HER WITH 4 POKER. A case of shocking brutality was tried before Judge Snell yesterday morning. A neatly dressed giri named Eva Wallace was called out of the prisoners’ dock and charged with assault- ing @ woman named Minnie Crown, ina house on D street, below the avenue. The com plain- ant had ner head tted up in bandages, and walked with some difficulty to the witness stand. Her injuries were of such a character that she could not stand, and had to be far- nished with a chalr. She stated that the de- fendant came to her house Sunday night to her trim a Christmas tree; that they both been drinking some, and had a dispute the propriety of putting a doll on the Witness iaid down on the sofa for a moment was suddenly awakened by a blow trom a poker on ber head. When she opened her she saw Eva standing over her with bey poker in her hands, and she continued to her, and at every blow the point of the poker would enter her face or body. She showed the court some frightful wounds that she aald were made with the poker. She said she had to have the wounds on her face sewed up. She also ex- hibited some bad wounds on her arma shoulders, and said there were eight wounds on her body. The defendant den! that she used the poker In the assault, claimed that she caused the injuries with heel of her shoe. She recelved a sentence three months in jail, and went into the singing a lively alr to deprive her companion the satisfaction of seeing her worrled. atespear- clos WASHINGTON SPOCK EXCHANGE.
