WASHINGTON THURSDAY. TAYLOR & HUFTY'S, 3 3 a sy me PENNSYLVANIA AVENUE. day or muzht, free of charue. The Holidays—Double Sheets. In order to mect the demands upon its adver- ising space, THe Srax will be issued in double sheet form nearly every day during the holiday season. The latter has begun early, and those who Intend to make purchases will save time and Money by consulting the holiday columns. —__ +e» —____ In his treatment of the subject of etvil service Feform the President, in his message, uses no equivocal language. Hie 1s direct, pointed and positive: indeed, so plain, that the party boss who uns may read, and understand that the present Chief Magistrate is opposed to making use of the official positions of the government to reward po- Utical services. If there are among the party leaders some who count upon wielding an execu- tive guilietine for the punishment of offictals whose course In the recent elections was not up tothe mark of machine approval, they are duly Rotified that disappointment fs in store for them. If any “black list” was kept by the Jay Hubbell committee of government employés who did not Pay their assessments, tt may as well be destroyed. ‘The Presifent condenses real civil service reform into single paragranh when he gays the term should be definite and the tenure of the ofMfctal Ufe of the subordinate employé of the government should be stable, and “that netther should be regu- lated by zeal In the service of party or fidelity to the fortunes of an tnd!vidual.” In the latter clause the President strikes at one of the grossest evils ‘No Gentleman's Wardrobe can be considered com- plete without an ENGLISH SMOKING JACKET. The fortunes of the “individ- aT ual” Congressman have too often Involygd the for- ke tunes of men In governinent employ. xcs in | THE CLOSING-OUT BOOT AND SHOE SALE the choice of a Congressman In a district has fre- oF quently resulted In the turning out of the public Service of adherents of his predecessor and the in- Staliment in their places of friends of his own. This custom ha prevailed in both parties, The democrats followed it as closely as the republicans. When {a control of the lower house of Congress the democrats treated the subor:tinate positions as the property of mem- bers, and a change of a member from a given dis- trict was followed by a cnange tn the personnel of Such positions 23 had been awarded to that dis- trict; and the principal oficers of the House were often heard to complain that this custom deprived them of some of their best assistants, just when they had been in position long enough to acquire a knowledge of the duties 1t imposed. ‘The President also asks Congress to relievethe| * Executive of the annoying and harrassing duty of making the minor apsointments of the govern- ment. He thinks the Chief Executive ean be bet- ter employed than distributing post cfflces and Tevenu® collectorships. If the President’s sug- gestions are carried out in the shape of legislation, and gapacity, integrity and fidelity are made the tests of appointment to and tenure of public office, then the filing of these minor places will not Involve such hardship and annoyance as is now the case. It 15 not the sim- ple matter of making selections for the offices that worrles the President; it ts the trouble of tributing them in accordance with the clatins of party leaders, and of listening to and weighing ‘these claims, that constitutes the task, —————_ << Representative Kelley's bill to abolish the tax ©n tobacco tn all its forms has the support of some f the most prominent members of both parties in the House; still the indications are that ft will not become a law at this session, at any rate. The Kelley bill would make a reduction of taxes that amounted to $47,391,158 last year. The abolition of the tax on matches, proprietary medicines, bank checks, ete., as provided for in the bill pending in the Senate (having come over from last session), ‘Would make a further reduction of $23,000,000. The aggregate of these bills reaches about seventy million dollars, and that would be, perhaps, as much reduction as Congress would feel safe in Yoting for. But the Kelley bill will meet with stout opposition from members who hold that tobaceo, being essentially a luxury, can better Dear the burden of taxation than many other arti- STRASBURGER BROS. ANOTHER SUPPLY OF THOSE ELEGANT ———— +e AND POPULAR Governor-elect Cleveland’s speech at the Man- Rattan club banquet in New York city Tuesday evening was full of sound political sense. He ad. Monished the democrats that they had not been given power because of any love for or confidence in their party on the part of the people. The democratic party was simply given an opportunity toearn the confidence of the people. Mr. Cleve- Jand was equally modest ta regard to his own elec~ tion, but his speech shows that he 1s gtven to est!- mating political events with a good deal of accu- Tacy. He is a man who is likely to study the effect of his administrative acts with some care before Performing them. With all his seeming modesty ‘Mr. Cleveland will probably endeavor to keep him- self in the public mind so that the democratic Rational convention of 1884 may not overlook him. WM.
