T thought these troubles were the result of malaria, and I treated them accordingly, but I got no better. Shortly afterward mv stomach becamo deranged, my food failed to divest, and thefiuids I passed were of a peculiar odor and color. And yet I did not realize that these things meant anything serious. Finally I consulted a number of eminent physicians, each one of whom took a differ- ent viewas to the cause of my troubles. One said I was suffering from brain disease; another spinal diffculty; others heart affection, kidney disease, etc. My symp- toms were terrible, and in the hope of rehef I was cau- terised, cupped, blistered and subjected to almost every Charged with Criminal Negligence. New York, Nov. 18.—The Post's financial article matters which will probably engage the attention of the committee will be those which concern THE ASSESSMENT AND COLLECTION OF TAXES. Ishall endeavor to secure the passage of those bills upon these subjects: First, the revaluation of realestate, The present valuation Is unjust, in That In some sections of the city property is great- ly depreciated in value since it was made, while in others property has largely appreciated value. Iam Informed that In some localities that property 1s appraised for aseessment purposes at more than doubte ite selling price; while tn others Teal estate, which is assessed at 25 and 50 cents a foot, 1s now selling from $2 to $3.a foot. Of course this'Is grossly unjust to property holders and tax payers, and should be remedied by a reassessment atan early day. In conversation with Commis- Sloner West he expressed himself as very confi- dent that with a reassessment of real property and SULLIVAN'S SLEDGE-TAMMER BLOWS PROHIBITED. Of course, the question as to what property shall be taxed 1s one of policy and not of principle, and the wise legislator is ho who, regarding the condition of the whole people and their probable future, will levy taxes upon such property as will be least burdensome to the people and at the same time will tend most to the future prosperity of the com- munity atlarge. In Ohio, owing to unfortunate provisions of our constitution, all property, real, ersonal, and mixed, tangible or intangible, must e assessed for taxation at its full value in money. Consequently CAPITAL IS DRAWN OUT OF THE STATS and the proseciftion of manufacturing enterprises [7s discouraged. A great many Ohio statesmen, Tecognizing this eviffwould be glad to see radical changes made in our tax system, which cannot be done except by amendment to the state constitu- tioo—very diMecult, If not impossible, to obtain.
