THE CASE OF APPRAISER HoWARD.—Special Treasury Agent Brackett, in his supplementary Teport to the Treasury department, upon charges against Appraiser Howard, of New York, says he has seen ho reson to change the views expressed in his former report. Capt Brackett takes Issue with Appraiser Howard in regard to appointments and promotions in the appraiser's oMice without civil-service examination. He holds that the re- appolntments of Townsend and Knoblick, after resignation, and the increase of salaries of other subordinates, clearly constttute evasions of the civil service regulations. FOOTE WAIVES AN EXAMINATION IN THE POLICE - COURT TO-DAY. ‘Thos R. Foote, the colored man charged with trying to influence the vote of Juror Brown in the star route trial, was before the Police Court to- day fora hearing. Mr. W. W. Ker, of the star route prosecution, appeared for the government, and Mr. 0. 8. B. Wall for the defendant. The case was get for 12 o'clock, but the defermant and counsel on both sides being present, the case was taken up at 11:45 o'clock. Mr. Ker read the warrant, which was the same as the warrant in Payne’a case,and which charges that the defendant offered Brown $2,500 to vote to convict the accused parties. ‘The defendant pleaded “not guilty.” Mr. Wall, counsel for the defendant, sald that he had determined to waive examination in this court and take the case to the grand fury. There was no objection to this and the court immediate- ly directed the clerk to enter this record on the locket Mr. Ker then said that the only thing left to be done in this case was to fix the amount of ball for the defendant's appearance before the grand jury. I The court sald that thts ease seemed to be about, the same as Payne's case, and he would take the same ball as Was taken in the case of Payne— $2,000, Mr, Wall said that he would not be able to re- new his bail until to-morrow. The court then said that this being the case, he would suspend judgment in the case until’ to- morrow, when the bail will be renewed. Foote was reléasea on the old bail. PAYNE'S BAIL NEWED. In the case of Frederick E. Saaw, who waived examination in the Police Court yesterday on a charge of “jury fixing” in connection with the star route jury, the bail was renewed this morn- Ing, Mr. Jas. THE MEM@ERS INVEIGHING AGAINST A RIVAL IN- STITUTION—DEFIANCE HURLED AT DR, MARY WALKER. At the meeting of the Woman’s National Labor League last evening, Mrs. Sullivan reported that she had talked with some store girls about the proposed co-operative store, and they favored it, Mr. Calvert brought before the league a sugges- tion that a book be opened for the registration of the names of those seeking employment. Mr. Edmonston stated that the Federation of Labor did not propose to fdvance the funds for the store. The proposition made by Mr. McDonald was that he would get the money. Mr. Edmon- ston, in the course of his remurks, made a gen- eral sketch of the growth of labor organizations, saying that they were like infants, first having a& “colicky” period. ‘We have passed through that, I hope,” said Mrs. Smith. Mr. Eimonston assured the league that tt had the hearty support of all the labor organizations of the District, and Mrs. Smith, responding, sald that she would rather have the support of 8,000 Workingmen than 20,000 who were here only temporat A RIVAL INSTITUTION, Mrs. Bryant said the Woman's National Labor Bureau, which was a private enterprise, was un- fortunately confounded with the league.
