NO QUARREL. There was a report in circulation to-day that Mr. Dickson and Mr. Kennedy, who ts employed in the marshal’s office, and who 1s intimate with Mr. Dickson, had had a quarrel. Mr. Bowman’s name has on several occasions been confounded with the name of Henry A. Bowen, who Is charged by foreman Dickson, of the star route jury, with attempting to bribe him, but he knows nothing whatever of the matter. +THE UNIVERSAL PostaL UNION CONVENTION.- Hon. J. H. Blackfan, the superintendent of the foreign mails division, submitted his annual re- port to the Postmaster General this morning. He recommenas legislation to catry into effect the provisions of article 6th of the universal postal union convention, concluded in Paris June 1st. 1878, respecting the payment of a limited indem- nity in the case of a 103s of a registered article.
