COL. JOSEPH T.LOR ON TRIAL FOR TRYING TO HAVE HIS ORDERS REVOKED. A Cincinnati dispatch says that the trial by court-martial of Col Joseph Taylor was begun at the Newport barracks yesterday. Col. Taylor is a son of Gen. Joseph Taylor, who served tn the Mexican war, and a nephew of President Zachary Taylor. The colonel was chief of staff of Gen. C. C. Augur when the latter commanded the depart- ment of Washington (with headquarters in uals city) during the War. ‘The charge against Col. Taylor ts that of endea- voring. through political influence, to secure the Tevocation of an order directing him to report at Uiaha, tn the department of the Platt’, for duty. He desired very much to remain with his family at the Newport barracks, where Col. H. C, Corbin has been ordered from Washi to relteve him. Col. Taylor is a graduate of Point, and has been 27 years in the service of iscoultry. | He Was a short tme ago to duty at New and had made every arrangement or the educa: tion of his children there, when the order men- toned came. Naturally, Col. Taylor was desirous that the order should not be carried intoeffect and he endeavored to bring tafluence to bear upon the authorities at Washington to cause a revocation of the order. From the N. ¥. Herald, to-day. The Herald published last week an interview with Colonel Ingersoll, in which he asserted for the hundredth time that his client, ex-Senator Dorsey, Was as innocent as a child of any star route jobbery, and that not a scrap of evidence had been or ‘could be produced against him. This morning we print a report of an interview with Mr. Ker, one of the government counsel, who lays bare the shallow pretence of Mr. Ingersoll’s asser- tions by the production of some of Dorsey’s letters, which are now published for the first tune. These letters were written by Dorsey nearly four years ago to two postmasters in Arkansas, end formed part of a significant transaction to which Boone testifled when on the stand. Boone's evi- dence was to the effect that Dorsey proposed to hin t Boone should get up proposais on certain star routes in order to ‘secure the contracts from the government. Boone readily assented to this arrangement, and by Dorsey’s directions blank bonds were prepared and sent to certain postmas- ters in Arkansas, which state Dorsey then repre- sented in the Senate. The ters were to get the names of sureties signed to the bonds and certify to the sufficiency of the sureties and the regularity of the bonds. One of these postmasters was Colonel Clenden- ning, at Fort Smith. To him Dorsey sent a lot of blank bonds, which, as he wrote, he desired “made for some friends,” “but under nd possible circum- stances,” he cautioned the pengeeeg § “allow any one to know from whom they come.” Being an honest man and a faithful public officer, master Clendenning promptly replied that he could not comply with the request without making &@ false certiicate, and that to do this would be under the laws of the United States a misde- meanor, which would subject him to fine and imprisonment. He has examined the law and found that the stemped signature answers every purpose. There are thousands of leaves of ab- sence and a flood of letters which require his sig- nature every day, and with the stamp he can ace complish the work in half the time. He has not yet attached his signature in this way to the pen- sion certificates, but is of the opinion that he will do so. He also signs the patents with apen. If thts method of signing official papers came in gen- eral use in the departments it would relieve the oMictals of an immense burden of work and give them leisure to attend to other more imy matters. Atleast one-half the time of the heads i of the departinents is occupted in attaching thelr names to official papers; and while there has been great complaint on this score there has been no effort made to remedy the evil.
