THE EVENING STAR. WASHINGTON WEDNESDAY July 19, ce Editor. permanent. bona fide daily circulation more than crevic that of any other daily waper published iv Wasbinaton. and eauni to that of all the eiher daily papers here added together. THE STAR office is connected with the Telephone Ex. change. Advertisements, orders for the paper by mail and otherwise. news, or any information or busines: ean te eent day or night, free of charye. Persons leaving the city for the summer can bave THz. Brax mailed to thetr address, postpaid, and chaneed a« éften ax desired, for Bifty cents a month, invariably in advance. ‘The regular republican executive committees of Pennsylvania yesterday rejected the peace pro- posals of the independents, and thus, fn all proba- Dility, terminated the negotiations fora union of the two wings of the party. In their response to the Independents, the regulars very plainly int!- mate that if any additional proposals are made ‘they will not. proceed from them. They declare that they have exhausted the powers entrusted to them by the convention, and that the differeness Detween the Independent candidates themselves are so wide that “they practically bar any further attempt at negotlations on the basis proposed by them.” A communication from the regular re- Publican candidates to their committe indicates 4 An unwiliingness on thetr part to submtt to the in- dependent demand that they should, for the sake f harmony, retire and refuse the use of their Dames for renomination. They pronounce this a mere begging of the question at issue by the In- @ependents. The regular republicans now main tain that the contest for governor, involving, of course, the remainder of the offices to be filled, 1s Detween Beaver and Pattison, and they will make their canvass accordingly. They will now insist upon the regularity of their ticket, and will use ‘The argument that the only chance left for the re- Publicans to defeat the democrats is to vote that ticket. When a factional fight reaches the point Of organized revolt against party authority it 1s Rext to an impossibility to reconcile the differences and restore harmony. The divisions of the past several years in the democratic party in Virzinia, New York and Tennessee itiustrate this fact. After having their flzht out at the polls, the Pennsyl- Yanta republicans will prodably feel more ike coming together than they do now. . ——_ <> -___ ‘The Obio democrats will meet in state conven- tien at Columbus to-morrow to nominate candl- Gates for state offices Although this 1s an off- year, and only minor officers are to de elected, a liveller interest is being manifested In the conven- tion and its proceedings than has been observed in the democracy of that state for some years. The @emocrats are firmly impre-sed with the bellet that they can carry the state this year, owing to @issensions in the republican party, and ta argue that victory next fall will give them the key to success next year In the gubernatorial election and open the way for the election of a demozratic President in 1884 The prospect of suecess has Drought out numerous cansid ites for all the offices to be filled, but the real fight tobe made tn the ‘convention is, not over the ticket or platform, but for control of the party organ‘zition or machine. Democritie success tn Ohio this year and next Would, of course, give the perty in that st Prestige which wouid make it very potent in the Bomination of a presidential canditate in 1884. ‘There are several democratic aspirants for the Presiiency in Onto, arid each of these, with his ad- herents, 1s very desirous 0: getting the control of the machine. -The arrivals already show that the convention will be numerous'y attended, outside Of the delegates, and a lively thine ts anticipated. ‘The squabble between Messrs. Robeson and Hewitt in the House on Monday will not be with- out good results, if Mr. Hewitt insists om an inves- tigation Into his connection with the Morey letter, and the mystery attending that matter fs thereby Cleared up. Thatletter and the uses undertaken fo be made of It constitute one of the most dis- graceful episodes In the history of American poll- tics, and to unravel the vile plot and expose those engaged in it so far as possible 1s nothing less than the duty of all good citizena If Messrs. Robeson and Hewitt can do anything to this end the country will be able to overlook a good deal of the discreditable exhibition they made of them- elves on the oceaston referred to. ——_—__e>____ In permitting his followers to engage in indis- eriminate murder and pillage, Arabi Pasha com- mitted the gravest biunder possibie, in his position, ‘and proved that he ts not the wise and able leader ‘that some of his admirers have described. The Barbarous outrages of his troops have created a feeling of resentment towards Ar.bi and bis cause Shroughout the civilized world, and, what 13 of more direct consequence to them, have stirred France to the tmportance of prompt intervention for the suppression of the rebels and the restora- on of order. The massacre of French citizens has awakened tm France a demand for retalfation which moves the government to prompt action. ‘The outlook now Is that Arabi and his barbarians will be called to a terrible reckoning before a reat while. _ ie een eee In attempting to inflict upon wife-deaters such ® punishment a3 pubdlte opinion declares they de- gerve, the Maryland authorities have encountered the one obstacle Which almost invariably inter- Yenes for the protection of these brutes. That 1s ‘Mat the abused and long-suffering wives refuse to give the testimony against thir brutal husbands Which is essential to conviction. There isa Mary- land statute which dooms ti wife-beater to the Whipping-post as the fittest punishment; but it re- mains a dead-letter, not becouse there are not Such offenders in the state, but for the reason that S and declines w give her testl- YORNET FO" SALE. urtois B Fiat Cornet, latest Reenix model. silver, a mr perfect pt ang with elexant a ‘ORSES TO PASTURE.
