From the Graphic. According to the Washington Srar, Dr. Thomas Taylor, the mlcroscoptst of the Department of Ag- riculture, has discovered some little snake-like parasites in the common house fly and now pro- poses to feed files on trichinosed meat to test the possibility of trichine or trichinosed eggs being taken up by the insects. If Dr. Taylor's theory that files may carry about and disseminate the Tins Of disease be true, it is possible that the experiment may result disastrous to human beings, uvless the files be killed when the experiment has been found successful. The chain might be as follows: The fly eats the trichine or eggs thereof; a fish eats the fly; a man eats the fish, and then the triching eat the man. The. out- look is unpleasant. ‘The Three-and-n-Hi: Bon | ARRANGEMENTS MADE BY THE TREASURY DEPART. MENT TO EXCHANGE THEM FOR THE THRERS. The law authorizing the exchange of the 334 per cent bonds for 8 percent having been passed by both Houses of Congress, and the signature of the President being exnectod thereto, the Secretary of the Treasury has been considering the manner in which the “exchange shall be effected. The chief reason for the holders of the 34s seck- ng the exchinge int? 83 will be the comparative permanency of the new bonds. The relative permanency of the 3s among them- selves depends upon the priority in which they are issued. Of course there will be a struggle for pri- ority, and the manner in which the offers of sur- render shall be received so as to deal fairly with all proponents is the question which agitates the departinent at presenta It ist ow thought that a date will be Mxedygay the first of August, wt 10 o'clock a. m., On whieh the department Will begin to wecetve offers of surrender. These offers to» be made by letter, sent by mail or ross, either accompanied by the bonds or betng ietters of advice merely, and the bonds transmitted in some other way, unless they are already inthe department in the custody of some of the government ofiicers. On the envel- ope of these letters is to be marked the fact that they are proposais for the sutrender of the 31s, and the postinaster or express agent receiving the letter will be asked to pon It the date and hour and minute at whick {t comes into his hands for transmission. ‘These marks will determine the relative priority of the reveipt of the offer of sur- render where the hour and minute are different, When the hour and minute are the same, chance will have to determine the priority agcording as they are opened in the department. Care will be taken at the department in assorting the mail to see that “exchange” letters are put In bundles by themselves, arranged ag far as possible in the order of their transatssion from the post office or express’ office, Where, a8 above indicated, the hour 13 the same. ‘Phere will be no privileges in th» contents of these tetters, nor form in which It has becn sent. In tie arrangement of them in the package to be opened the department will avoid any favoritism, but the offers opened first will have priority. ‘The cireular_to be fssued will contain these requirements, and will express other ls which will guide the partes sending for hange the 339: Cc UTICURA RESOLVENT, THE NEW BLOOD PURIFIER.
