RicaMonD, Va., May 23.—Upon invitation of Con- gressman Dezendorf, a number of republicans from different parts of this state, including Gen. W. C. Wickham and other leading members of the party, held a conference here to-day Measures were adopted for assembling of the republican state central committee in this city on the 8th of June next for the purpose of perfect- ing the organtzxtion of the party, and with a view of making an effort at the next election to increase the republican representation in Congress. Among those present were several who supported the coalition movement in Virginia last fall. MR. MARSHALL'S DECLINATION. PHILADELPBIA, May 23—Hon. George Lear, presi- dent of the republican state convention, arrived in the city this morning. He says he has no fur- ther doubts that Thomas M. Marshall has declined the nomination as Congress-man-at-large on the republican ticket, though the letter said to have been addressed to him by Mr. Marshall had not yet reached him. Mr. Lear thought the letter of declination might possibly have been in his mail of this morning, which had not arrived when he left his home in Doylestown this morning. Upon being asked whether the state general com- ittee would not fill the vacancyon the ticket Mr. Lear said very decidedly that the vacancy would not be filled in that way, but that the con- vention itself, with so much time in which to take ‘action, would be _ reconvened. He thought that it Would be absurd for the state central committee or any other body to assume to act for the people at large in such a matter after the convention had so recently adopted resolutions expressing it as the popular sentiment that noml- nations should be made by popular methods. Smith, who ts Indicted in Washington, changed with Geng an accomplice in stealing certain plates, or taking the impression of plates in the Treasury depart- ment for the printing of government bonds, was before United States Commissioner Benedict in Brooklyn to-day for examination. The President yesterday communicated to the House of Representatives a report from Secretary Frelinghuysen in further response to the resolu- tion asking for information concerning the tmpris- onment of Ainerican “suspects” in Ireland. The Teport sent to the House April 5 covered all the correspondence that could be made public up to that date. The additional correspondence covers letters between Secretary Frelinghuysen 33 tothe release of the “suspects.” The secretary for Ire~ land offered to release all of these, except Gannon, (about whose citizenship there ‘was some doubt) om condition that they would return to the U: States. Mr. Lowell informed him that he was in- structed not to consent to any condition. Previous to this Mr. Lowell had been Instructed to draw on the State department for $200 per man, should any of the released American suspects need assistance in reaching home, but the “suspects” declined the offer.
