THE REVISION OF THE RULES. Mr. Solomons, from the committeee on reviston of rutes and regulations, read a lengthy report setting forth in the preamble the need of a uni- form system of work for both the centrs1and sub- division organizations, which should be free from technical contusion and red tape.
