Give no money, promise no money or any equivaient therefor, without labor, for the fol- lowing reasons: a. As one who has children, and also drives, I desire to say a few words on the above topic. I can testify, from my own experience, as to few days since, at the corner of 9th and F streets, # colored driver wheeled his horse right around upon me, although he saw meas plain as day, and when I tried to get out of his way he de- liberately swung the horse still further around, apparently with the determination of running over me. When I spoke to him about it he merely gave the horse a cut, and grinned at me as though he thought it a good Joke; and such things have occurred many times. Of course there was no policeman in sight, and before one could be found the vehicle was around the cor- her and out of sight. Such scoundrels ought to be punished severely. On the other hand,there fs not another city in the country in which people, and especially children, are so reckless in the streets as here. The first set speech against the plan offered was by Mr. Bowman, of Massa- chusetts. It would save you from the necessity of adopting a plan cost- ing how many millions no man knows, and the engineers nowhere say how much it will cost. They ask fortwo aud a half millions now and one million for this year, Dut they nowhere say that will complete the work. They do not profess even this is a full report. They do not profess the plan is complete. It is to be carried on with just such munificence of expenditure and ornamentation as the liberality of Congress may warrant for the future. By the letters which we publish this morning from the widely- states of Ohio, Mas- sachasetts, and North Carolina, it will be seen that the country is already preparing to take its annual dose of politics, which this year, when a new House of Representatives is to be elected, will bea pretty heavy one. At the same time, there is evidence ia these letters that the voters are by no means so intensely interested in purely partisan politics as they were even two years ago, and that there will be a good deal of inde- pendent voting this fall. One indication of this is the prominence given to the various phases of the temperance question. In Ohio, the passage of the Pend liquor law, imposing taxes on liquor dealers and brewers, was the linmediate cause of the republican defeat in the local elections. In Massachusetts, the failure to pass a pronibition bill has destroyed the political chances ot Mr. Speaker Noyes, a prominent candidate for the republican nomination as governor.
