The continued encroachment of the extrordi- nary spring advertising upon the reading space of Tug Stan necessitates two double-sheets & week. On Saturday last there were 200 new advertisements printed, being the largest number in any one day in the thirty-one years of ‘the existence of the paper. The circulation of last Saturday's issue was 20,358@ Advertisers will confer a favor by sending in their orders early. ——__ +e —__ Should Be Passed. ‘The bill passed by the Senate yesterday to regu- late the counting of electoral votes is the result of the thought and study of some of the ablest minds im that body. Itis what was formerly known as the Edmunds bill, which passed the Senate of the 4th Congress. The bill was prepared and reported by a select committee of that Congress, consisting of Messrs, Edmunds, Conkling, Howe, McMillan, ‘Telier, Davis (ot TL), Bayard, Thurman, and Mor- gan. This committee, comprising what was re- garded asthe best legal talent in the Senate of Doth parties, after several months devoted to a thorougin examination of the whole subject in all its bearings, reported the Edmunds bilL It passed the Senate, but was not taken up by the House. ‘The non-action of the House was generally attrib- uted to political motives. That body was then de- moeratic, and a democratic majority in both branches of the succeeding Congress was then as- sured. Hence, so tt was concluded, the democrats, 1n view of their approaching control of the Con- gress which would have to count the votes of the Presidential election of 1880, preferred not to pass a law which would tend to deprive Congress of some of the power in making the count, which it might be able to exercise. It was generally admitted then that the bill was an ex- cellent one, and now it has received the almost unanimous approval of another Senate equally divided politically. This bill accords to the states the power todetermine fully who shall cast their electoral votes. In case of any contest the state 1s | empowered to settle the question, by such manner or tribunal as it may direct by law, and this deter- mination 1s required to be accepted by Congress. In othr words, the decision of a controversy as to the choice of electors in a state, rendered by a ‘tribunal of that state, Invested with that power by law, shall be received by Congress as conclusive evidence of the title of these electors. In case more than one return is sent up froma state and there is question as to which return waS made by ‘the lawfully appointed tribunal of the state, that Feturn must be accepted which is voted for by Doth houses of Cougress-acting separately. This Measure preserves to the states all the rights that are claimed for them, and carefully guards against any undue exercise of power by Congress. It will, there is reason to believe, receive favorable action im the House, and once upon the statute books It ‘will relieve all apprehension with regard to the counting of electoral votes in future. 2 ‘The nominations of Messrs. Teller and Chandler Gil the Cabinet of President Arthur with men of is own selection. He has certainly not exhibited any haste in making changes. More than half a Year has elapsed since he succeeded to the execu- tive chair, and several of the constitutional ad- ‘Visers of his predecessor still have seats around his council-board. Messrs. Teller and Chandler rep- resent two different elements of the republican party, and the selection of the latter is regarded a5 an Indication of the President’s desire to heal all breaches and factional differences. Mr. Teller is a “stalwart,” and Is in full accord with that ele- ment of the party with which the President has been classed. Mr. Chandier was one of the most active and determined opponents of the nomina- tion of Gen. Grant in 1880, and, per contribu- ‘ted as much as any other one man to the defeat of the third term movement. He fs very positive in his political convictions and actions. ———___++____ The of the Attorney General to the Senate resolution asking for information as to the ownership of Conn’s Island and other ground at Great Falis, which is needed for the proposed ex- tension of the dam, in order to enlarge the water ‘works, does not throw definite light upon the question. But want of this information neet not delay the extension of the dam, which is the first ‘Step necessary to the enlargement of the water works, The government has the right to condemn Property when it has use for it, and proceedings in condemnation if instituted will, no doubt, bring the real owners of that ground to the front. +++ —____ Mr. Teller, the new Secretary of the Interior, and ‘Mr. Chandler, appointed to the Navy department, are both men of positive opinions, energy, and exec- utive ability, and they will both make their mark im their respective offices. Mr. Teller has been Fanked with those who hold to the western idea That the only good Indian 1s a dead Indian, but While it is likely that he does not believe in the “ goody goody ” policy of dealirg with treachzrous hostiles, it is quite certain that he will see that the Obligations of the nation to the red man are faith- fully carried out.
