The continued encroachment of the extraordi_ hary spring advertising upon the reading space Of THE SraR necessitates another double-sheet On Saturday there were 197 new advertisements printed, being the largest number tn any one day in the thirty-one years’ of the existence of the paper. The hospital can be Incorporated under the general law, and will then have twenty years of assured existence, In which It can seek for any ex- tension of time or of powers which experlence may seem to make desirable. Now, as regards these officers, the Springer amendment, which the Senate proceeded to reject, would give them the Fight to use the penaity envelope for all public business, and it would also e them from what an army officer has said was an Intolerable nuisance, the present necessity of making requisl- tions for and keeping an account of the absurd Special stamps.
