As the board of engineers appointed to consider the various plans for the Improvement of the navi gation of the Potomac and the reclamation of the flats In frontof the city have reported in favor of an improvement combining features of the plans of Major Twining and Engineer Abert, we print elsewhere the reports of these oflcers, setting forth their piuns in detatl It will be seen that ‘these plans re Inthe main, the difference be- ‘tween them consisting fn tho recommendation of Ornamental ponds or flushing besins above the Long bridge, which the engineer commissioner Proposes to utilize for freshening the water of the ‘Washington channel by tnftuxent and eMfuxent Gates constructed esprelally for this purpose.
