_THE EVENING STAR. _ GTON WASHIN CROSBY Ss. NOYES.. - Editor. the Evening Star has a reaular. permanent. Bera fae dali circulation more than treble that of any other daliy paper published in — “The Best is pS the Cl henpent.” ‘Those who have holiday or other goods to sell, and those who wish to make any fact or want known to the pubife, should bear the above fact in ind, and remember that THR EVENING STAR goes mto more homes, houses, factories, stores, shops, mMices, and places of business, and 1s read every flay by more people, than all the other datly papers @ Washington added tozetner. <e- A Dally Eight Page Star. ‘The unparaleled pressure of advertising upon She columns of Tae Stak necessitates the publica- ¢ion for the present, at least, of an eight page wuper on other days of the week as well as on ‘Wednesday and Saturday. There are in to-day's sue TWENTY-NINE columns of adverti«-ments, s@hich are more than equal to one entire singie issue @W the paper reithout a line of reading matter, —— — " Despoiling Streets. At least one of the ills {ntroduced in Congress esterday authorizing new street ra‘iroad routes ethe city ought not to be passed. We refer to ‘he one providing for a route from College street, Mm Georgetown to the Capitol, via M g@@reet and =New Jersey avenue. Laying sauide for the moment the very serious qMesiion whether there fs such need for addl- ‘Sena! horse-car lines in any part of the city as to Qustity the practical destruction of any more of its fine streets for the benefit of pri- ‘wate corporations, it is now submittrd, in behalf sefthe pubile interests, that car tracks should not ‘Beallowed on a portion of the route in which this ‘SH proposes to place them. M street northwest Methe case in point. It has recently been repaved, ‘WD a superior asphalt or concrete puvement,— ‘with the exception of a few squares—irom Rock reek bridge to its intersection with New Jersey g@renur, leading tothe Capitol At the time that ‘work was done the roadway was narrowed fora qensiderable portion «ofthe Mhe foot-walks were ‘were planted in new gad property holders along Its line at their own expense, to sod and otherwise im- Prove the reservations thus made In front of their Premises, In accordance with the generl plan of Mmprovement and adornment prescribed by the District authorities for thuse streets which are ‘sed exclusively for private residences, or almost wholly so. M street, for i Detween the Lo nauie this character. ¢ bought and improved one on use of that fact, and for the reason that they believed its character ‘Would never De abruptly changed. They do not meed a street car line, and they do not want one in the middle of their strect. ‘This feeling was strongly shown some fame ago, when a scheme something ke the Present one was broached. Their protests against it were so numerous and so forctbiy made a& that time that the speculators who pro- Jected it promptly gave It up. If the surrender of Chis street to car tracks was opposed then, as Bjectionable, it would be resisted as an outrage mow. At that time the present expensive and ex- cellent pavement had not been laid, the front Jewns and reservations had not been improved, gnd the width of the roadway had not been re- @ueed. Under the old order of things there might have Decn room to spare fora mdlway line; now there Is not space enough for so much as a single track, without actually destroying the street for the use of all other vehicles. It inust be remem- bered, too, that tn addition to the ordinary local travel, the thoroughfare thus sought to be sacri- ficed affords the only stralght and unbroken Mme of communticatiom between Georgetown and the Deaf and Dumb College, and the growing neighborhood of that fine piece Of government property. To tear up the gmooth and durable pavement now laid, and change the character and uses of the street for the benefit of a smali circle of corporators, Would be at once a great loss of mot already paid by governinent and private individuals for Whe tmprovement, an interference with the rights Rew enjoyed by the public, and in u certain sense gad to a certain extent a confiscation of much Vuk ‘Wable and desirable property. It cannot be possi- ‘Bie that Congress would knowingly be a party to ny such outrage. ‘There ure, Ukewlse, crave objections to surren- @ering any part of New Jersey avenue to the pro- pewed road. That broad and imposing thoroughfare Bas width enough to accommodate the track, per- Ieaps, without tnfringing on the rights of private BROperty owners along its line or the comfort of Those using the street; but it fs questionable whether any more of the fine approaches to the Capito! ought to be obstructed by such objection- able incumbrances except in case of the most Urzent publi: need. There ts no such need, nor Indeed any need, real or pretended, worth consid- @ring im this case. Whether the contemplated road could be made Proiitable to its projectors or not, is a question Which Congress would not feel called to enter up- en. Itshould, however, and doubtless will, care- fully weigh everything throwing light on the ques- Uon as to whether there ts any real necessity for 4% That there is none, the recent experiences of another somewhat similar but far less objection- able enterprise, u5 well as the conditions extst- Ing at the present time, abundantly demonstrate. We reter to the popular Herdic coaches, which | were placed on K street « couple of years azo, and | Soon aft-rward withdrawn for want of patronage. This shows conciusively that on the up-town rest- ence strevts there fs no east-and-west local travel demanting such accommodations. As for what | mmay be styled the through travel between Bridge Street in Georgetown and the Capitol.—the main Points of the proposed raflway,—that ts already amply provided for by « line now running from one tothe other, and by a much more direct, and, there. fore, short-r route. As everybody famillar with Ife in W :shington knows, the movementsof popu- lation In what J3 oftictally designated the north. ‘West quarter of the rity are largely, if uot entirely, Bort and south,—that ts, between the homes in ‘Ms more northeriy quarter and the business por- ‘Wons on and near Pennsylvania avenue, and the @everal covernment departments and buildings. All wants in these directions are already weil sup- Bled by existing street car lines. Six of these Bow cross M street at its most populous points, ‘Shwe sfording all the outlets for travel from tt (hat are required, and to which the proposed Une would — add nothing. — <2 — Mr. John W. Garrett has been reelected prest- Gent of the Baltimore and Onto raflroad tor the | twenty-fourth time. When he first entered the | Office, nearly a quarter of a century ago, the road | Was in anything but @ prosperous condition, and | its securities were way below par. Under his | Management the road has become one of the lead- | ing trunk lines of the country. Mr. Garrett dis- | Plays « great deal of independence in his conduct Of the road. He maintains a telegraph system, and refuses to combine with the great telegraph Monopoly. He retuses to accede to the exorbitant @emends of the Pullman monopoly, and runs sleeping and parlor cars which belong to bis com. Pany. He orgunized an assoctation something on the order of a life insurance company, for the ben- | eft or the employes of his road, and tis now a Pronounced success. The road ts an Important | feeder to Washington. Last year it ran, upon an average, forty-eight passenger trains in and out Of this city daily. This year the number has in- €reased to about seventy-five. When the present Tennessee Legislature was or- Ganized the republicans had one majority in the of representatives and they elected a Speaker. Since the adjournment one republican member has died and another was compelled to Fesign because he removed from the county he Fepresented. Democrats were elected to succeed Doth of them, which gives that party an accidental majority of one. At the coming session, It 15 an- nounced, the democrats will take advantage of ‘his turn in their favor, and oust the repablican Speaker. Politicians are much the same in all Sections of the country. Though the ofiice is not Of much importance, and the republican speaker's term ts drawing to a close, ar GForce w. KING, HOLIDAY GOODS. HOLIDAY _ GOODS. HOLIDAY GOODs. HOLIDAY GOODS. HOLIDAY _GOODS.
