The re- ports from the north and east indicate a like active trade. Washington has been affected somewhat, but these bright cool days havegiven @ zest to all channels of life and business, and the prospect is bright from now to New Year's day. The columns, probably, of a live news- Paper indicate best the condition of the times. Tue Srar, for instance, on Saturday last printed more than one of its pages of new ad- vertisements, equal in space and number ina single day to more than all of the other daily papers in the city published in two weeks. Nor is this exceptional on Saturday, for thus far in October the new advertisements have averaged over one hundred in number per day, the total being 820. Even during the depressing summer this increase commenced the very week THE Star moved into itenew office, and for the three months, ending yesterday, has reached a total of €97 more than tn the corresponding period of last year. The increase for the year ‘80 over "79 was 1,146—the total in ‘80 being 21,48%—but ‘81 Promises an increase of at least 2,0000ver’80. The per centage of increase of permanent circulation isalso equally as large, amounting to 2,147 per day more than at the same time last year. Thisdoes not include the temporary spurts from the sale of “extras,” (which often ran up to 30,000and 40,000 per day,) but represents the bona fide | actual increase of permanent, daily circulation of Tne Star. These are facts and figures, and aot boasts. It is safe to say that in proportion to population Twe Star has the largest circula- tion of any paper in this or any other country. —— The principal object of this special session of the Senate has been accomplished in the election of a President pro tempore, and though there is talk of a probable reversal of the action of yes- terday the chances are that Mr. Bayard will con- tinue to hold his position until some change shall give the republicans a majority. A report is in circulation that immediately after the ad- mission of Messrs. Miller, Lapham and Aldrich the republicans will move to place Senator Da- vis, of Illinois, in the chair; that Mr. Davis will refrain from voting on the proposition, and will thus be elected by one majority, assuming that all the republicans vote for him. It is doubtful if this move is y contemplated, at least during the present special session, and it is said that Senator Davis would, if proposed as a can- didate, decline, as he declined to accept the chairmanship of the judiciary committee which was tendered him at the last session. It is held by some of the ablest Senators that there is no fixed term of office tor the President of the Senate; that he is the creature of the majority, subject to be changed whenever a majority may choose. This view is maintained by Senator Edmunds, one of the ablest constitutional lawyers in the land, and there is certainty nothing, either dl- Feet or by implication, in the law providing for & president pro tempore in relation to any fixed term of the office. Becanse the president of the Senate becomes acting President of the United States, in the event of the death, resignation or inability of both the President and Vice Presi- dent, it is Inferred by some that therefore the intention must have been that there should be stability in the tenure of office. The two par- ties will be equally divided in the Senate after the admission of Messrs. Miller, Lapham and Aldrich, with two independents (Davis and Ma- | hone) holding the balance of power. Mahone invariably votes with the republicans, Davis usually with the democrats. Therefore, if the policy of making use of a temporary advantage, or accidental majority, to elect a presiding of- ficer is adopted in the Senate there is no telling how many times a week the office may be changed. Every case of sickness or necessary absence on one side or the other would afford an opportunity to elect anew president and the Senate would have time for but little else. Sen- ator Bayard, who was yesterday chosen, Is lib- etal in his politics, conservative in thought and action and his personal character is above sus- pPicion.
