THE EV} ~ DOUBLE SHEET. w ASHINGTO SATURDAY OCTOBER 8, 1881. CROSBY S. NOYES. : Editor. The Eveving Star has a regular, permanent, Donn fide daily circulation more t treble that of any other daily paper published in Washington, and equal to that of al other daily papers here added together. the Our Streets and Reads, The report of Lieut. ¢ Mnissioner Twining presents, as usual, a concise and intelligent statement of the condition of the streets «ls of the Distriet. The excellence } of the pa s of Washington in the portions of the city where the paving system adopted here has been fully carried out, has come to be znized that the reports of our Dis- upon this subject are eagerly 1 authorities, both in t country an It appears fromthe report of Lieut. ne, however, that while there are 135 miles of streets improved by pavements of concrete, stone-block, rough stone, Macadam, " gravel and wood, there are 95 miles remaining | unimproved. Of the “improved” streets those paved in wood need repaving, and the rough stone and Macadam pavements need attention. ‘The number of petitions on file praying for pav- ing improvements amounts to 726, and the cost Of the improvements asked for and which are to complete the streets of the city and its suburbs, is estimated at $2,582,562. Thissum far exceeds the amount of revenue which can be devoted to the streets for several years. With an annual appropriation of £300,000, (as for the past three years,) it will be more than eight years before this work can be completed, unless a law is passed by which abutting property can be made to pay some portion of the cost of street improvement by which it’s value is immensely enhanced. —___$__<oo—____— Youthful Blood in the Senate. There have been, perhaps, more changes in the personnel of the U. S. Senate this year, than have occurred during any other single year in the history of the government. Since the 3d of last March twenty-one Senators have retired by the expiration of terms, resignation and death. Some of the most distinguished mem- bers of the body, men who have contributed much to the ability, dignity and history of the Senate, have retired during the present year. Blaine, Thurman and Conkling, three names Most prominent in the Senate records for years e€among the retired. Death removed two—Carpenter and Burn Five Senators have resigned this year, an unusually large umber. Three of these—Messrs. Blaine, Win- dom and Kirkwood—accepted Cabinet posi- tions. The circumstances of the resignations of Conkling and Platt are still fresh in the pub- lic mind. Another feature of the Senate to | Meet next week will be the unusual number ot young men, and of men comparatively new in public life. The custom of electing Senate men who had already won national dis- | tinction either in the House, on the bench or in some other field, seems to have been largely | SPECIAL SALI | N EW CLOAK) ignored in the choice of Senators this year. Of the twenty-one Senators who, when the Senate meets Monday, will have taken their seats in 1881, only half a dozen can be said to have at- tained national reputations. The others are, no doubt, men of ability, well known in their Fespective States for service rendered there. ‘The custom which hitherto prevailed of sending old and tried men to the Senate, accounted, perhaps, for the staid dignity and slow-going habits of the body. This custom having been broken now, it is probable that the young men of the country will hereafter find it easier to get to the Senate than formerly. —— Tere are 157 new advertisements in Tae Braz to-day.
