The Senate CAUCUSES OF BOTH PARTIES '0-DAY—BAYARD UNANIMOUSLY CHOSEN BY TH® DEMOCRATS AS THEIR CANDIDATE FOR PRESIDENT OF THE SEN- ATE PRO TEMPORE. : The republican and democratic Senatorial cau- cuses met at the Capitol at about eleven o’clock this forenoon. There was quite a full attend- ance at both of them, not more than five demo- crats and four republicans being absent. The three new Senators—Me=sra. Lapham, Miller and Aldrich—were present at the republican caucus. After remaining in session an hour or more, discussing the situation, the republicans appointed a committee to confer with the demo- crats on the general subject of organization. The caucus then took a recess for an hour. But little disposition was shown in the republicar caucus to offer any unreasonable opposition to the election of a democratic president pro tern- pore before the new Senators are sworn in. The drift of discussion pointed to a respectful and firm protest against such action on the part of the democrats and not to filibuster to prevent it. The democrats have decided to proceed with the election of the president pro tempore as the first step on Monday next. Mr. Bayard was unani- mously determined upon as their candidate. It was decided that immediately after the chief clerk shall call the Senate to order on Monday, the resolution to elect Mr. Bayard shall be sub- mitted. After having decided upon this first step, the democratic caucus got into a discussion as to whether they can elect @ secretary before the swearing in of the new Senators or not. Some of the democrats insisted that the ne elected Senators must be sworn in immediate! An Alleged Pension Office Ring. ASCANDAL GROWING OUT OF THE BLACK CASE— ASTOUNDING FRAUDS CHARGED—WHAT COMMIS- SIONER DUDLEY SAYS ABOUT IT. Publication was made both in this city and other cities this morning of an alleged develop- ment of a scandal in the Pension Bureau, the substance of the scandal being that the recent detection and prosecution of Geo. W. Black—of Buckley-Black fame—for presenting a false claim for a pension, had led to the discovery of a sys- tematic scheme of plunder, operated by a ring of clerks inside and agents and forgers outside of theoffice. AStarreporterlearned at the Pension office to-day that investigations had been started on account of Black’s arrest, as it exposed the fact that it was possible to get a fraudulent claim through the office. These investigations have not been finished. The statement that the spoils of the ring amount to millions of dollars is discredited in the Pension Office. This statement appears to have been based upon an oft-repeated declaration of the late commission- er, Mr. Bentley, that thousands of pensionclaimns were fraudulent. The plan of operation of the alleged ringsters was to ascertain what persons in the army had not yet received or applied for pensions. The information thus gained was then given to confederates on the outside, who got up a claim to fit. This claim was passed by the ring inside and confirmed and paid, those in the pool, inside and out, dividing the spoils. Whatever the extent of the operations of the alleged ring may be, the Commisioner is not ready to make any statement about it, for he says, “I have not been here long enough to find out all about it.” A Star reporter called on Com- Telegrams to The Star. Tucson, ARIZONA, October 8.—A special dis- patch to the Citizen 'from San Carlos, dated yes- terday, says:—“This morning Col. Tiffany ar- Ashay, who, Wadiski and other friendly Indians, say is the murderer of Captain Hentig. In his examination by the Indian agent he ac- knowledged being in the Cibicu fight, and firing He also said that he was ofthe party which killed Turner and Moody at Middleton's ranche, but says he did not go to the ranche.
