A Needless Guard, A number of newspapers, in various | parts of the country, are commenting in a rather disparaging way upon the care that is | taken, by surrounding him with a cordon of | soldiery, to prevent the assassination of the Czar | of Russia by some of hisown subjects. One of these journals portrays the situation quite | graphicaily by saying that “during his recent trip from St. Petersburg to Moscow the train which carried the proud ruler of that vast empire was constantly sbut in by a wall of glistening bayonets,” and then triumphantly points to the | Picture “as one of the fruits of a despotic form of government.” Reversely it should follow that a republican form of government bears no such fruits. Yet What do these patriotic editors think of having soldiers encamped in the grounds of the Presi- dent's House for the past two months, and all approaches to it guarded by armed troops? On | Teflection they will probably come to the conelu- sion that the spectacle presented by our country is no more to be commended than the one they criticise in Russia. Of course it willbe said that the circumstances are different. So they are; but a comparison is . and for that | Very reason, rather to our disadvantage than to | that of Russia. The existing state of affairs in Russia at the present time renders the protec- tion of soldiers a necessity. Here the continual | _ Presence of troops is a vain military force, for which there is not only no use, but | # Feally no ex . It is entirely safe to say that there is not in Washington to-day, and there has Rot been since the fateful 2d of July, a sane human being who would not quickly risk life and all to protect that of President Garfield, Father than seek to do him harm; and there is no More need of asingle soldier anywhere about | the premises than there is of surrounding the | White House with deep moats and heavily forti- | fied w ‘y policeman at the main | entrance of the building would afford all the | protection required, if even that much be needed. | The presence of ywhere in Russia Is not to be w yare an integral | part of the governmental system of that coun- try. But the use or display of troops outside of military posts and reservations in the United States during times of profound peace is con- |} trary to the genius of our institutions, repug Bant to the feelings of the American people. and should be discontinued. <2 If, ax has been said by some of the doctors, the sufferers from gunshot wounds who survive sixty days have a good chance of recovery, the President has that chance, as he is now passing the sixtieth day of his prostration, with no un- favorable symptoms. Meantime his pluck and courage continue un- abated, and afford in themselves no little ground for encouragement that he will pull through. <-> The Baltimoreans are working up their “Oriole Carnival,” October 10, 11, 12, with a good deal of en . considering the heat of the weather. One of the latest devices In the in- terest of the boom is the preparation of large Bumbers of the oriole,—Baltimore’s emblematic bird,—stutfed and mounted, and which are to be sent to the leading hotels of the country as an advertisement of the coming carnival. It Seems, however, that the oriole is getting to be #0 scarce in the vicinity of Baltimore that the trappers engaged to gather them cannot find enough forthe purpose. and it has been found necessary to send out to Ohio for an additional supply. The decrease in the oriole tribe in Maryland is attributed to the depredations of the Enclish sparrow, but it is more likely that | theirdestruction is due to the fellows with } shot-guns, who have no sentient in their souls to hinder them from shooting emblematic birds or song birds. ——_—__+»—_____ The crying of newspapers on Sunday as well of any other article of necessity or luxury in New York isto be stopped hereafter. On the Ast of September the new municipal code goes into effect in that city, and as it forbids the making of any disturbing noises on Sunday there Will be ample legal authority for the proposed ster Heretofore the only restriction of that kind in the city was a provision which prevented Profane discourse, indecent behavior, or the making of an ither within a place of wor- ship or so near it as to disturb the solemnity of the meeting. Under that section noises could only be legally stopped while a religious meet- ing might be in session in the neighborhood. ‘The new provision, it will be seen, is much more sweeping and st nd it is theintention of the Police authorities to fully enforce it. «oe The latest theory in regard to bey fever i is that it is caused by eating peaches. Some of the Victims of hay fever, who have annually been compelled to xo to the White Mountains for Felief, have failed this year to suffer from it, and as there has been ® failure of the peach crop this year, they have heen comparing notes and conclude that the peach and not new hay is the cause of all their sorrows. They find that the period of hay fever invariably occurs simulta- Reousiy with the peach season, and when peach time is over, hay fever departs. It is also called to mind that in past seasons when peaches have been scarce and, therefore, little eaten, there has been an almost utter ab- sence of the fever. Should this theory be,estab- lished the name of this afflicting dispensation will have to be changed from hay-fever to peach- fever. It is sometimes called “rose cold,” per- haps from the redness it gives to the nose, but a “rose by any other name” will doubtless affect the smeller in the same way. — A school for plumbers’ apprentices has been established in New York.
