Once more President’s condition gives ground for ho He is still in danger, but* there has been a very perceptible improvement in the last thirty-six hours. This morning's bulletin indicated that he was eutirely free of | fever at &:30. His pulse is said to be stronger, and Dr. Boynton, who has been very frank and plain in all his statements about the Presi- dent,says he is slowly gaining strength from the enemata nourishment. The wound is healing | rapidly, and no longer gives any trouble. It is the President's weak stomach that now compli- cates the case. The improvement visible this morning affords reason for believing that that dimiculty is disappearing, and that the most serious aspect of the present crisis has passed. _ a The Irish land bill, as it has finally passed Par- Tiament, is compromise measure, and, though shorn of some of its original good features, it will zo far, no doubt, toward the establishment of quiet and contentment among the tenantry | of that island. It isan earnest of the govern- ment’s purpose to deal justly with the tenants, and it is safe to predict that this measure will be. followed with other legislation for the benefit and relief of the Irish farmers. By this bill the right of free sale is secured to the tenant, there- by making him, toa certain extent, independent of the landlord, and at the same time enhancing the value of his holding. Where a holding is sold the landlord is secured for all the improve- ments he may have made. The bill also provides that if the property has been injured by the ten- ant the value of such injury shall be deducted from’ the receipts of the sale. The House of Lords have gained several points by their firm opposition to the bill. They were straggling to protect the land owners, as far as possible, in all their old hereditary rights. In the eyes of the peers, tenants are nothing more or less than in- struments created to till land for the benefit of the owners thereof. Premier Gladstone made a courageous fight for a bill just and liberal to the tenants in all its provisions, but he was forced to make some concessions to the peers. Three of the amendments adopted by the lords were aecepted—one authorizing an appeal to the land court in the matter of liens; another giving the landlord access to the land court in cases where he and tenants fail to agree; and the third, strik- ing out Parnell’s amendment for staying proceed- ings of ejectment when the land court has been asked by tenant to fix a fairrent. Despite these amendments the principles of the bill have been maintained, and the measure will be, no doubt, improved from time to time as its operation may suggest amendments. ee The opinion expressed by THe Star the other day to the effect that the Chinese students at the various institutions of learning in the United States were called home because they were adopting American ideas and eustoms too rapidly, is borne out by reliable information on the subject lately made public. It seems that the whole matter of determining what should be done in the premises was left toa special commission sent over to this country from China for that express purpose, and with powers en- tirely independent ot the diplomatic body reg- ularly aceredited to this government, resident in Washington, who are said to favor the stay of the students here. This special commission is said to have reported to his government that the students have adapted American costumes and manners, diseariling every distinctive sign hiding their queues, dropping the use of their native tongue, and failing to ob- gerve the customs of the religion of Confucius. ‘Therefore, he has ordered the whole company of 120 to return—and there is no appeal. It is understood they will unite ina prayer to their government, as soon as they reach China, to ailow them to return. ee There is a bill pending before the Georgia lez- islature to punish Mormon missionaries for preaching their beiief in that state. It seems that these missionaries have made quite a num- ber of converts in the northern part of Georgia, where there are regularly organized Mormon eburehes, with polygamy omitted. Inasmuchas the Georgian Mormons neither teach or practice that offensive doctrine, the bill meets with op- ‘ion on the ground that it would interfere with religious freedom. It seems probable, how- ever, that an act of some kind for the suppres- sion of Mormonism in the state will be passed before the lezisiature adjourns. ee There isa great deal said about the business boom in New York and the rapidly advancing prices of real estate there, but there are never- theless pretty strong surface indications that everything isn’t so lovely as painted. The sale of nearly five thousand lots of ground for un- paid taxes looks, for example, as though there Was more depression than the speculators are Willing to admit. ++ ____. There is a pretty well-grounded suspicion arising that the infernal machine business with which Great Britain undertook to excite and alarm the world was a solemn humbug. In the first place, men who enter into a conspiracy | to blow up vessels on the ocean do not advertise their names or their purpose. The British gov- ernment suddenly dropped the subject, and a thorough investigation by our government failed to discover a single clue to the shipment of the dynamite machines from this country or to the persons who were alleged to be concerned in it. All these facts tend to show that the affair was a false alarm. Whether the trick was devised by British detective agents, who wanted to im- press their government with the necessity of keeping them under pay, or the scheme of a few Irishmen to frighten and demoralize England, is not yet known. But the truth will probably come out after awhile. Meantime people con- tempiating trips across the ocean need not give them up for fear of being hoisted into the next world i trish dynamite.
