It is understood that the companies owning and using the lines intend to resist the measure by every means in their power,—first by specious pleas for delay, on various pretexts, and afterward by injunc- tions and legal proceedings of every kind that will prove servicable. These tactics should not be allowed to prevail. There is no reason for not carrying out the proposed reform, save and except the greed of the telegraph and tele- phone companies. It will cost something more to carry their wires underground than to string them in the air. That is all there is of it. The practicability of the subterranean system has long been abundantly demonstrated in the cities of England and Europe, where such ob- struction of streets and disregard of public and private rights as are submitted to this country would not be tolerated for a moment; and it can be adopted here just as well as there. And it should be adopted, not in Ghicago, alone, but in all the large cities of the Union. That which was a small thing in the beginning, and granted asa matter of favor, has become a nuisance of too formidable proportions to be longer allowed, while its existence is now demanded as a right. It is time to join issue, and see whether the people or corporate monopolies are master. aaa It appears that ex-Senator Conkling has de- termined to re-enter polities. He proposes to make a fight for control of the Utica delegation tothe coming state convention. More than that, he intends to go to the convention as the boss of that delegation. The ex-Senator’s friends are counting a great deal upon the state central committee. That body was made up under the rule ‘put none but Conklingites on guard;” but because a majority were Conkling men then it does not follow that they still con- tinue to be blind adherents of that gentleman. It must be remembered that he is now training with the “outs,” and that makes a great differ- ence in politi The very legislature that de- feated and retired him was. when first organ- i, composed overwhelmingly of Mr. Conk- 's friends, but when his political fortunes began to wane his supposed supporters left him. The members of the state central committee may do likewise. Politicians are generally quick to discover the losing side of a question. But should Mr. Conkling be able to manipulate the state central committee as at present constitu- ted even that need not give the party any tron- bie. It will be entirely competent for the con- vention to create a new central committee, and this it wiil very likely do if an excuse there- for arises. It is not within the bounds of prob- ability that the convention will be friendly to Conkling. The result on the Lake Shore road, the principal ‘Western outlet connection of the Central line, was no less gratifying, proportionately. There the increase for July, 1881, was over $45,000 more than the earnings from the same source for the same month last year. It is certain that all the roads would make a reat deal more money if they would carry pas- sengers so cheaply as to induce them to travel. What is called the plant costs as much, and the construction, interest and salary accounts,—in fact, nearly all the expenses of a railway—are just as great whether few or many passengers are carried; and, while carrying double or quad- ruple the usual number of persons would add but little to the expenses, the revenue derived from that increased number would swell enor- mously the net receipts of the road.
