Secretary Blaine’s reply to the counsel of Hartmann, the nihilist, was a crusher. This law- yer seemed to labor under the mistaken im- pression that because he had assured Hartmann that he would be safe in the United States no- body had any right or authority to gairisay it. In writing his presumptuous letter to Secretary Blaine, he gave the Secretary a fine opportunity to treat the subject in his very best vein. The counsel no doubt felt much less consequential after getting the Secretary's reply. If he did not, he is incapable of feeling. Hartmann’s visit to this country has demon- strated that the Americans have no sort of sym- pathy with or for assassins or those who advo- cate assassination. If the sentiment of this country had ever been loose upon that question, the shocking crime of the assassin Guiteau was enouzh to awaken it toa proper sense of the enormity of such offenses. While the whole peo- ple are daily and hourly suffering anxiety becanse of their wounded President, it is no time for assassins or the apologists for assassins to appear before the public and ask for sympathy or protection. Hartmann condemned himself in boasting of his connection with the blowing up ofatrainon which it was expected the late Czar would travel. He talked of dynamite and ser as legitimate weapons for use in warfare. They sent emissaries into the republican primary meetings to disturb their deliberations and create confusion where they could not control. The coalitionists inaugurated the policy*of getting up contesting delezations where they were outnumbered, and this sort of tactics still further increased the republican in- dignation. There was a fair prospect for repub- lican success in Virginia this year, had the party stood solidly together in support of recognized Fepublican principles. The democrats are di- Vided into two factions,—funders and readjust- ers. The indications are that the united repub- lican vote would be stronger than either of the democratic factions; but the readjusters in their anxiety to win a victory with republican votes, have left a clear field to the regular democrats. The straightout convention at Lynchburg met his morning, pursuant to adjournment last nizht,te complete its work. The chances are Viat the straightouts, or a large proportion of them at least, will support the recular demo- cratic ticket in order to make the readjuster de- feat the more crushing. —— This morning’s bulletin from the White House Indicated a gratifying improvement in the Presi- dent's condition. The surgeons, it will be re- membered, were counting confidently upon a| marked improvement by this morning. They | confidently expected the President to rally from the effect of the last operation. This hope has happily been realized, and it isnow the opinion of the doctors that their distinguished patient will continue t make steady progress. The continua- temperature and pulse for several naturaily created in the public mind a feel- ing of uneasiness; but this feeling has not been shared by the surgeons in attendance upon the President. nor by the others immediately around him. His recovery must necessarily be slow and but there is stillevery reason to believe that he will, in time, be restored to health and strength. The New York state e board of heaith is actively sustaining the new law against the aduitera- tion of food. The board has appointed eight analysts in various parts of the state, and has made arrangements for collecting and examin- ing samples of food articles. Any citizen who desires to have a sample of food tested has only to give notice to that effect by mail to the board of health. The board appeals to all citizens to assist in the enforcement of the law. This is a measure for the protection of the people, and one of a character that is needed inall the States. Adulterated and deleterious articles of food and beverages have become too common in all the markets, and only rigid laws, like that of New York, well enforced, can suppress the prac —_——__+e»—____ The free baths of New York city were enjoyed Week before last by 266,350 persons, of whom 87.556 were woinen and girls. These puplic baths are a public blessing. They are so con- structed as to be economically conducted and Maintained, each one costing only about $10.50 per day.
