_ THE EVENING STAR. WASHINGTON, WEDPNESDAY............... -SULY 27, 1881.P Woopwarp & LOTHROP, “CROSBY x NOYES. Eiitor. The Evening Star has a requiar, permanent, bona fide daiiy circulation more than treble that of any other daily paper published in Washington, and equal to that of all the _other daily papers here added togeth “Persons leaving the city for the summer can have Tue Stan mailed to them, postpaid, for fifty cents per month, and the address changed as often as desired. The President's Condition. The information from the President to-day is cheering indeed. He slept all throug last night with the exception of a single brief interval, and the beneficent effects of this refreshing rest, just at this time, could scarcely be overesti- mated. He is apparently on the road to con- valescence once more. The surgeons believe low that the worst is passed. Since yesterday forenoon the President has continued to im- | prove, and last night he expressed himself as feeling better than he had for several days. | There is every reason now to hope tor his re- covery. The surgeons have evidently handled the case with the greatest care and skill. Dur- ing the past several days they have been sub- Jected to sharp, almost fierce criticism from some journals, but the marked improvement in the President will overcome any feeling of doubt in the public mind that these arraign- ments of their course and treatment may have caused. The surgeons may feel assured that they have the confidence of the country, and that their eiforts in behalf of the President en- title them to the nation’s gratitude. +) “Theee Infernal Machines, There can no longer be any doubt as to the fact of the discovery of explosives and infernal Machines on the steamships Malta and Baya- Tian. The official statement of Sir Wm. Vernon Harcourt in the British parliament was based, no doubt, upon the reports of officials who in- vestigated the matter. The British home secre- tary stated that his government had been in- formed of the consignment and names of the ves- sels in ample time to provide for thorough search arrival at Liverpool. The informa- en by the secretary was very specific as to the fact of finding the barrels, theiz contents, how the infernal machines were constructed, ete., but he did not throw any light upon the character of the consignors. This is the point in which the people of this coun- try are most deeply interested. The the- ory of the British people is that these bar- Fels of explosives were sent to England by Fenian conspirators to confederates on that side the ocean, to be used in the destruction of life and property there. If this is true, then it is the duty of this government to hunt out these conspiratoragvho have displayed a recklessness of human life that is absolutely diabolical. They exposed the passengers and crew of the steam- ships to hourly peril. But there are facts in connection with the diseovery of the barrels at Liverpool which tend to mystify the theory of | @ Fenian conspiracy, if not to disprove it. For instance. each barrel containing explo- sive substance was marked with a huge black €ross, so prominent that it was certain to at-| tract attention. Besides this fact, barrels pur- Ported to contain cement, an article that is not | imported into Engiand from the United States. Then, again. is the significant fact that British Officers had information in advance of the ship- ment of these barrels. These facts have led to the conclusion in some minds that there is con- siderable humbug, after all, about the affair, that, indeed, it was Srematet and carried out | by English detec 's, who are well paid to watch the Fenians in this country and defeat their plots; that the inactivity of the Fenians Promised to cut short the profitableemployment of these agents, and they devised the plot to make it appear that their con- tinued presence in the United States is Recessary. There are persons in England who take this suspicious view of the affair, while another theory is that the “skirmishers” really shipped the barrels, not with the intention of blowing anybody up, but for the purpose of ¢reating a furore that would add to the sub- scriptions to the skirmishing fund. It is evident that Sir Williem Vernon Harcourt honestly be- lieves that the explosives were intended for mischief. His careful and accurate manner of giving the information in his possession shows that he regarded the affair as serious, and that ifthe idea that it was a device of English detec- tive agents be correct, the Home Secretary has been imposed upon. An investigation by the Proper authorities of this government can, no doubt, bring out the truth. a The fact th: that ¢ the circuit of the late Justice Clifford includes New Enzland seems to lead to the conclusion generally that the new judge Will be selected from that section. Ex-Attorney General Devens is also prominently mentioned for the vacancy. It is an open secret that had Judge Clifford died during the administration of President Hayes, Gen. Devens would have been Bominated to the vacancy. The opinion that some eminent jurist of democratic politics ought tosucceed Judze Clifford is held and expressed im some quarters. There is but a single demo- erat—Judge Field—on the Supreme bench, as it mow stands, and the indications are that the democrats will urge the propriety of having one oftheir party named for the existing vacancy. ‘The Boston Post, (democratic) however, con- cludes that “‘it is too much to expect that a new Judge will be appointed from the democratic party” to succeed Justice Clifford, and it recom- mends Chief Justice Gray, of Massachusetts, asa republican who would be acceptable to the dem- Ocrats, because he is ‘in all official respects a no-party man.” ———+e>—_____ Gov. Foster, of Ohio, receives numbers of letters and dispatches daily frrm all portions of Texas, protesting against the action of the gov- emor of that state in declining to Join other gov- mors in recommending a day of thanksgiving for the President's recovery. These communica- tions come from people of all classes and condi- tions of life, and all of them declare that the peo- pleof Texas will earnestly and religiously observe the day that governors of other states may set apart. It ix well for Gov. Roberts that he is not seeking re-election at the present time. He would most certainly be defeated. —~ The war of rates between the great rival railway lines continues without any signs of abatement or compromise. A person can travel first-class now from Boston to Chicago for five dollars. The competing routes keep a close watch upon each other, and a reduction or rates by one is quickly followed by a lower cut on the 921—PENNSYLVANIA AVENUE—921 OFFER THIS WEEK UNPRECEDENTED BARGAINS IN FRENCH CORSETS.
