HE SUGGESTS THE NECESSITY OF A SBVERE PENALTY AND EXPRESSES HIS SYMPATHY. The following letter was sent by ex-Senator Conkling to Attorney General MacVeagh: uFTH AVENUE HOTSL, NEW York, July 5, 18Si.—My Dear Sir: In the abhorrence with which all decent men allke shudder at the at- tempt to murder the President I have given thought to a matter which your attention may or may not have turned. Our criminal code treats premeditated homicide in all cases alike, Irrespective of the victim. Murder being visited by the greatest penalty, Eanepe no distinc. ion between one case and another could be founded on the pubile relations held by the ers0n slain. But in case ot attempt to murder road distinctions can be made between assail- ipg the life of an individual and an at- tempt to take a ilfe of special value to the whole people. The shocking occurrencs of Saturday I think deman Ubat the definition and punishment of assauits aimed at high executive officers, whether successful or not, should be made thoroughly rigorous. The man who attempts tne life of the president. if morally responsibie, commits an offense whicii the nation ought to guard against and pumien by the exertion of all the power civilizea nations may employ. I suggest this as deserving consideration. My Profound sympathies are with the Prestdent and with all of you every hour. The conflict of reporis keeps hope and fear striving with each other, with nothing stable except faito and trust that the worst 1s over and passed. I wish you would express to the President my cee piety fo this hour, which should Giscords and enlist all prayers for his ae geltyerance: Please also gi ve to Mrs. Gar- field my most: ctful condolence. Trusting that all will be weil, @ordially yours, - ROscok CONELING.” To this letter Mr. MacVeagh replied on the ith inst., saying: “Thanks for your letter of 5th. which has just reached me. Its Suggestion will be carefully considered, and its kind messages of eympathy will be conveyed to the President and Mrs. Garfield at the earliest ogportunity.” A TELEGRAM TO THE VICE PRESIDENT. Ex Senator Conkling also sent a dispatch to Vice President Arthur yesterday, saying: “Please say to Mrs. Garfleld for me that to-day’s reports are most welcome, and rejoice me for the Pt james replied as sueye ‘ae Vice President placed your Fame y hands for delivery to Mrs, Garlleld. have complied eg his: requ and Mrs. Gar- fleid desir to return for your kindly sy!
