The Proposed New Station Houses iu Washington. CONTROLLER LAWRENCE DECIDES THAT THE DI3- TRICT COMMISSIONEKS CANNOT PURCHASE SITES FOR THEM, In the matter of authority to purchase sites for police station-houses in Washington, Judge Lawrence, first controller of the Treasury, to- day made a decision. The act of March 3d last authorizes the Distriet Commissioners to sell Certain property in the city of Washington and in Gecrgetown; “and the proceeds of the sale of the lots situate ia Washington shall be applied to the crect on and furnishing of two new police station-houses in Washington; and the pro- Cceds Of the Sale of the lots situate in George- town, or 0 much thereof as may be necessary, shall’ be applied to the purshage of alot and the erection and furni-hing of a new engine house for engine company No. 5, of the District of Columbia ire depsriment, at present located in said city of Georgetown.” The authority to purchase asite for the new engine-house in G.org<town is clearly conveyed in the above latgvage, Not so to purciiase sites forthe pollte “atation-houses fh Washtngton. 'This conclusion 1s strengtn- ened by the fact that the statute requires at the proceeds of the lots sold to bs applied to the erection and furnishing of two new station- houses” as to Washington; while as to George- town it is expressly provided that a part of the proceeds of sales shall be applied in the pur- chase of a lot, and a part in erecting and fur- pishing a new engine-house. * * * The Commissioners of the District of Columbia have no authority, under the act of March 3d, 1531, to purchase apy site for the erection of a new station-house.” IN VIEW OF THIS DECISION the Commissioners are ata loss what to do, but the probability 1s that they will have to Abandon the project of bufiding a police station house tn the precinct where it ts most needed— the 6th—until an explanatory act can be ob- tained from Congress. The opinion of the At- torney General upon this same subject was to the effect that the power given by Congress to erect a building carries with it the power to purchase a site for such building, but the "hatr- ‘Splitting construction of the Controller, as the Commisstoners term it, will prevent further action at present. Itis the intention of the Commissioners, however, to erect a station in the second precinct, to’ take the place of the miserable rookery used for that purpose by Lt. Johnson at 7th and Boundary streets. Tals will probably be located on square 446, where the new high school building is about being com- menced, on 7th and P streets northwest. These two new station houses will be models for com fort and convenience for the polica, and at the same time of pleasing arciittectural desiga.
