Gov, Corneil, of New York, has under con- sideration a bill authorizing the boards of ‘education of New York and Brooklyn to create & retired list for teachers who have grown old or become disabled ta their service In the pad- ile shools. The bill has passed both houses of the legislature and it contemplates retirament on half pay for such teachers as come under the description given. There is justics and wisdom In this measure, which must commend It, not only to the two cities for which {tis in- tended, but to the peopie generally, especially In localities where public education thrives, ‘There Is justice because, as a rule, the pubite school teacher ts not adequately paid; wisdom, Because this policy would retain in the school ‘Service experienced teachers, who, as matters now stand, feel the necessity of seeking other employment inorder to provide for the de clming years of life. The greatest dfMculty In the way of making publfe schools, generally, Fank equal to the best private schools, has been in the te that teachers change about frequentiy; they move from one piace to another in se ace of better pay, whiie private Schools, like other business institutions, retain good teachers because It 1s profitable to dose. The plan of pensioning meritorious teachers Nested ‘Sppears to be a good one and should be t 1 a Ireland. MM». Forster, chief secretary for Ireland, has ‘Stated “ officially "in the House of Commons, that “a large proportion of the, tenants against whom eviction preceedings had been taken are able, but unwilling, to pay rent.” Mr. Forster's Statement {3 not borne out by the Information received from Ireland as to the Condition of the tenants; but, suppo3e It to be true, how can he justify the evictlon proceei- irgs against that proportion of the tenants, whom he tnéirectly admits are unabdle to pay rent? The existence of such widespread, alzost universal dissatisfaction amoag the Irish tenants is evidence enough that they nd it hard to live under the present land system. Tusey have been driven to their present resistance of the laws by conditions So hard that they concluded they had as well Starve in-refusing to comply, as to starve In submission. It is readily conceded that the government must matntain {ts authority, but it is expected that it will, at the same time, recoguiza the suffering wh'ch exists, Only a few months ago, Americans seat thousands of dollars to Ireland to feed the peasantry starved by an unjust and oppres- sive land system, The condition of the people bas not been much improved since then. If there are tenants who are able but unwilling to pay, let them be compelled to pay, but itis a fact universally known that thousands are being evicted who cannot pay rent. The desire of Mr. Gladstone to afford the Irish tenantry permanent relict, and to give them a fair chance in life, has been already manifested. He gave substantial proof of the honesty of his purpose in the formation and introduction of the pending land bil. The people on this side the Atlantic recognize the merits of that measure, and appreciate the dificulties of the government in ltseffortsto make it law; but, meantime, let the suffering poor of Ireland be dealt with as lentently as possible. The cold, tndiffereat assertion of Mr. Forster has a gort of chiiling effect. = The New Hampshire legislature 1s, appa- rently. determined to divide public attention ‘with that of New York. A faction of repubiic.n members Insist, in spite of the opinion of the supreme court, that this le: aay has not legal authority to elect the U. S. Senator who must take his seaton the 4th ot Mareh, iss3. The majority agree with the supreme court, and have decided to proceed with the election. The minority or non-electionists threaten to resist, and even hint at a combination with the democrats to prevent a present election. Mr Wm. E. Chandler, who ts sald to bea candid te for U. S. Senator, ts the leader of the non-elac- tlonists. The next legislature will not be or- ganized until June, 1553, three months after tae term of the Senator should begin. But the non-electionists base their action upon the pro- vision of the revised statutes that “ the legts- lature of each state which Is chosen next pre- ceding the expiration of the time for which any Senator was elected ta represent such state In Congress shall, on the second Tuesday after the meeting and organization thereot, proceed to elect a Senator in Congress” Tno next legislature in New Hampshire will be chosen ta November, 15:2, and the “senatorial term of Mr. Rollins will expire on the sth of March foliowing. Hence it 13 matntainea dy tha non- electionists that the next legislature, and not the present one, willcome under the head of thatone “chosen next preceding the expira- tion of the term.” Indications trom New Hampshire are that there will be a lively con- teat over this question. ASt. Louts paper, which is a stalwart friend ard supporter of Gen. Grant, is indignant at Ube report that the latter declined to talk poll- tics Curing bis recent stayin that city. To ‘show that he talked freely on political matters, this paper states that when asked why Mr. Garfield begaa his administration by fighting Conkling, Gen. Grant replied, “Well, I supp9ze be thought he had to fight somebody, and I have noticed that weak men always fight friends, while strong men always fight enc- mies.” If Gen. Grant will inquire cf bis friend ex.Senator Conkling, he will, probably, learn that Gen. Garfleld 13 not so “weak” as some people have imagined. Mr. Conkling thought he was striking the President at a weak place when he made a tilt agatnst the appointment of Kobertson, but he has found out his mist Qrncen MEDALS. NEW DESIGNS. LOW PRICES.
