Tnere is great and dally increasing need of such an or- ganization hore. Hardly any city in the coun- try gives as much In proportion to population or charitable purposes as does Washington, and probably in no city is so much ald extended to unworthy persons. The streets are fall of beggars who do not deserve and do not need help, and nothing !8 more common than to see children asking alm3 who are notoriously on the high road to viclous and criminal lives, while others who require and are worthy of help donot get it because they do not them- Selves make their necessities known, ana there is no other way of discovering them. Such an organization as is proposed, Worsing tb-ough a common and authorized head, will remedéy all this. It can make one dollar do more good than can ordinarily be accompitshed by five times that sum gtven away to st-eet appli- cants. We belleve the movement ty be In good and capable hands, but whether this be so or not time and experience alone can determine. In the meantime, there can be no doubt about the good purposes of such an organization, nor of the necessity for its extstenc». it should, therefore, be encouraged and strengihened. Mr. Keene’s Foxhall won the grand prize of Paris against several of the tleetest of the blooded three year-olds of France. Aside from the satisfaction at this addttlonal evidence of the superiority of American horses, the peo- ple of this country wiligenerally feel gratitied that the victory was won by Mr. Keene, He has persisted In spite of ill-luck in keeping his Stable abroad, and has displayed remarkable staying powers in contending on ihe turf. His faith In the superior fleetne3s of American horses was expressed when he sent his stable to Europe, and it was not shaken by repeated defeat The Eagtish journals now admit that the “Yankees can breed horses capable of taking part against the best English and Freach herses.” In vicw of the fact that the *Yankeo’ bred horses have just won the two greatest races of Europe, the admission might properly go considerably further, but the American horse may be trusted to force additional con- cessions In the futare. AS was foreseen, the factions of the Baltt- tore democracy have united in the nomina- Uon of ex-Senator Whyte for mayor. The independents wrung this nomination from the regulars by making Mr. Whyte their candl- date bgfore the latter had made any choice. It is quite likely that the regulars would not have nominated Mr. Whyte had they been in a Position to carry out their own inclination; bat he was already the candidate of one fa2tion, and to antagonize him with another candidate would have been risky. The independents Cab, and do, claim that the firat allegiance of the candidate, whose double nomination makes his election certain, 1s due to them. The “reformers” are with the independents, and intimate that they will, under the pext | municipal administration, uadertake to put in force civil service reform rules. Waile the factions have come together in support of one Candidate, they are, apparent'y, as wide apart asecver tn their ideas of munjeipal admtatsira- Uon, and the next mayor will, no doubt, have some real work of harmonizing to do, if he keeps the party united. The Irish leaders ana people who are striving for a better condition of affairs in Ireland should be prompt to condemn all such acts as the recent attempt to blow up the town hall in Liverpool, and to denounce the mean connected with It. No cause can be alded by the incen- Glary and the assassin. On the contrary, even the bare suspicion that a cause, however good, countenances such means will drive from it the suport of brave people.
