Protect the Plants. Scarcely a day goes by that complaint fs not made in one quarter or another of the city about the theft of flowers and choice and valu- able plants from door yards and other private grounds. There is a very stringent law against this species of depredation, and it fs the duty, as It should be the desire, of every citizen to aid in all ways possible in securing its rigid enforce- ment. Under the act of June 22, 1560, the pen= alty for digging up or carrying away “any Toots, fruit or plant,” growing upon the land of another person, is “imprisonment in Jail not more than sixty days, or by a fine not exceeding sixty dollars.” This may seem lke a pretty severe punishment for an offence apparently So trivial. But it 1s not too severe. The only defect in the law as it stanas is that it does not award a portion of the fine to the informer; and an amendment to that effect ought yet to be secured. Without such a reward, however, there ought to be suffictent inducement to make every good citizen a volunteer officer in behalf of itsenforcement. Property-owners and hous2- holders who beautify their out-door premises contribute about as much in that way to the enjoyment of their neighbors and of passers- by, whether citizens or strangers, as to their own. On that account, therefore, the com- munity ought to make common cause for the Protection of handsome shrubbery, valuable plants, and beautiful flowers, wherever they may be planted. This ts the esthetical view of the case. But there ts also a practical or money side to It that should not be overlooked. The profusion, the variety and the beauty of her foltage and flowers constitute one of the great attractions of Washington. Tuey give ‘the city not only an enviable reputation with strangers, but they exert thelr influence in Inducing people of culture and means to invest their money here ana mak Washington thetr home, thus adding something to the value of every piece of property in the city. It ta, therefore, as we have said, the duty of every Person to ald in protecting them. It 1s not their owners alone who are losers by their destruction. Next to his ridiculous want of strength, the most comical feature of Mr. Conkling’s present struggle for restoration is the pretence that he and his few followers represent the republican party, and that those who do not train with him are bolters from it. ‘The situation ts this: The President sent to the Senate the nomina- tion of a man in good standing in the party for & certain office. This nomination every republican Senator voted to confirm. Forsee- ing that they would do so, Mr. Conkling ina pet concluded to resign bis position and leave hisparty. We say leave his party, because the Executive and the Senate were the only recog- nized and authorized representatives of that organization having todo with the tssue in- volved. By all the rules goveraing parties ever since the beginning of polities Mr. Conkling therefore became the bolter. issue with his party and left it. It dlda’t go away and leavehim. But the trouble with Mr. Conkling has always been that he thinks be is greater than everybody and everything else besides. He has fallen into the same laughable error that was made by the wander- ing and bewildered Indian, who, on b2ing told that he was lost, pompously exclaimed: “Ugh! Injin not lost. Wigwam lost. Injin here!” ‘The star spangled banner waves proudly in England to-day. An American race horse has won the Derby. The race has excited no little Interest on this side of the water, from the fact that two American horses, Mr. Loritlard’s Iro- quois, and Mr. Keene’s Don Fulano, were in the Ust. The betting has showed both these horses pretty well up in popular consideration, though Peregrine was steadily the favorite. Iroquois ‘the winner to-day, had the advantage of being backed by Archer, the famous English jockey, and that means that he was ridden for every- thing he was worth. The Derby winners for the last ten years have been Favontus, Cre- morne, Doncaster, George Frederick, Galopin, Kisber, Silvio, Sefton, Str Bevys, and Bend Or, Both thy French and the Hungartans have suc- ceeded in the last sixteen years in carrying off the Derby stakes, which before that time Were considered beyond foreign reach. It ts telegraphed from that city to a New York paper that “there is much excitement among the old families of Philadelphia over the understanding that the governor has ap- pointed George L. Harrison, a dealer in sugar, to go to England after the remains of William Penn.” It is a wicked thing tn the governor to think of doing an act which would worry or excite “the old families” during such hot weather.
