THE EVENING STAR. WASHINGTON TUESDAY................Wimy 31, 1881. CROSBY S&S. NOVES......Editore The Evening Star bas a regular, perma- nent.bona fide dally circulation morethan treble that of any other daily paper pub- ed in Washington, and equal to that of all the other daily papers here added together. cee ee. ———————————————— TE Brak office is connected with the Telephone Exchange. Advertisements, orders for the paper by mai! and otherwise, news, or any information or business can be sent day or night, free of charge. Persons leaving the city for the summer can have THe Stan misiled tothem. postpaid, for fifty cents Per month, and the address changed as often as desired. Government AVaste. Says that excellent paper, the Providence Evening Pr “The Washington light company mi take the cake. It collected ¥r,500 lot eat {OF gas furnished the Treasury department, al- though all business in the department céases at 4 o'clock every afternoon, aud doas not be- | a until nine e the next day. Somepody must getting rich. Whether the figures her® given are correct or not we do not know; but they are most likely correctly given. The probability 1s, too, that the gas charged for has been consumed. Not that It was needed; in all probability it was largely wasted. But when your averace citizen gets installed in any kind of a position in one of the departments of the government he straightway conceives the idea that hei3 the government itself, and that nothing can be too good or too big or too expensive for his high mightiness in his new representative capacity. This fs the spirit which has largely if not en- Urely brought abgut the water famine in Wash- ington, of which so much complaint is justly made every summer. This serene contempt for all cost, this lofty ignoring of evéry interest not centered {n official position it Is tkat al- lows Potomac water to run waste in all the Public bulldings and grounds In the city, while householders on the h!gh grounds are not able to get enough for daily domestic necessities. The abuse in the matter of wasting water 1s Just as great as that complatned of in regard to gas. The only difference 13 that in one case government has to pay for the extravagance of . Its employes, while in the other the only suf- ferers, without remedy, are the housekeepers, who have to pay roundly for what they cannot get. ——— Noles3 than two serious fires occurred in Pittsburg, in one day last week, from the use of kerosene in kindling fires. In both casas the loss of property was very consld2rable, and in each case the careless user of the dan- gerous article was so terribly Injured that death must shortly ensue. One would suppose that the law of self-preservation would prompt People to discontinue the use of this inflam- mable and explosive fluid a3 an ald in kindling fires; but it seems that it does not, and it will doubtless be necessary to provide legal enact- ments to prevent it. At present, not only the house and Its contents, but all the Inmates as well, hold their tenure of existence at the Caprice of a careless and impatient servant. Detected in the use of the forbidden engine of destruction, he or she, as thé case may be, can be discharged, in disgrace, to be sure, but that 1g the end of that particular case. The offender Isfreeto choose new victims for the funeral pyre wherever they may b> found, and no one has any remedy. What is needed is a law making the use of kerosene or any similar article in the kindling of res, etc., an indict- able offence, punishable by fine and tmprisoa- ment. With such a statute in existence, inno- cent and unsuspecting people mtgat have some Protection for their lives and property. which it is clear they cannot count upon so long a3 possible personal injury ts the only terror that faces the offender. —__--____ It the testimony given by Generali Manager Eckert tn court fs to be relled on, the interests of the public have so far not been as «disastrous- ly affected by the recent consolidation of the two great telegraph compantes of the country a8 was apprehended. Oa the other hand, ac- cording to Mr. Eckert, all interests are better Served now, and at less expense, than before. He says the seneral area of telegraphic connec- tion has been increased since the combination, and the service is more expeditious and certain tha it was, while the price of telegrapaing has In no case been advanced. These statements are Important, if true, and we are glad to give thm publicity. For our part, we have no doubt Of their truth,—up tothe present time. What concerns the pubiic now is whether they will hold good a year or two hence. It ts not in the ature of a monopoly to miss a good chance of Squeezing those In its power, and it this one eventually deciines to take advantage of all its Opportunities it wil! be a conspicuous excep tion to the general rule, and Jay Gould is not the Kind of man he {a usually take for. The Herdic Chariot Company of Pulladel- Bila has failed, financially, and it ' lkely that the vebicles will be withdrawn from the Streets Of that city at an early diy. The cole lapse, which seriously affects Representative Kelley, who had invested considerable money in the enterprise, and was Its principal money backer, 1s sald to b2 due to the worthless char- acter of the chariots originally furnished, and not to want of patronage. Out of sixty, all told, it was impossible to keep more than twenty-five coaches on the street, the rest being In the shop for repairs ani improvement. It is sald that those at work earned a protlt of $4.00 per day, each, but the shop expenses, together with the cost of keeping surplus horses, more than exhausted this revenue, and wrecked the concern. —___-e-_______ The Conkling collapse at A!bany to-day is | unexpectedly sudden and complete, Tnat he should get only 35 votes !1 both houses of the | legislature is a sufficient tndication of his | Waning strengt LUMBER.
