The Conkling Tactics. The stalwarts of New York are plucking up their courage. The presence of ex-Senator Conkling among them has inspired hope. The change in the tone of their talk shows that the hands of the ex-Senator have hold of the po- Utical wires. Theres no denying Mr. Conk- Ling’s ability as a political manager, a machine manipulator, whatever else may ba sald of him. He bas spent two er three days in New York city “feeling the pulse” of the stalwarts. and while he, no doubt, recognizes the fact that the beat of the puise is not by any means what he expected, he is not a man to be frightened from the field by that. He will probably make a determined fight. It ts intimated that he has changed his original purpose of “not near Albany,” and that he will:now make his fight in person at the state capital; that within & day or two he will deliver one of his “ great” speeches at Albany and fire the heart of the Stalwart. Undoubtedly Mr. Conkling was dis- appolnted at the effect of his resignation. He expected not only a sensation, but a general protest against his retirement. If he decides that ne still retains power and influence enough In New York to win a re-election, he will make a determined contest, managing it personally. If, onthe contrary, the indica- ions point to a defeat, in spite of his personal efforts, he will decline to be a candidate and retire as gracefully a3 possible under the ctr- cumstances. It is a Curiously suggestive thing to see how often the Possession of political power is supposed to Carry with it ability to influence a court or de- partment when a big case ts before it, and how Soon the loss of It carries with it a presumed joss of eloquence and legal acumen.
