District Government Affai TOPOGRAPHICAL SURVEYS OF THE COUNTY. Under the act of June 4th, 1880, aypropriat- ing $5,0¢0 for making surveys of the county with reference to the further extension of Streets and avenues north to the District line, Aud a similar appropriation made by last Con- gress for that purpose, Lieut. Green has a bom of surveyors at beged and = made very ge rogress. It 18 manifest to us and to everybody that If the Kidwell flats are filled in rapidly, the cost will be enormous, and that If the work be done economically—i, by using the flats as a dumping ground—it will go on for a century. It is also manifest that filling ir the flats will not prevent the high water of the river from a up in our sewers, nor in any way im- rove the condition of our sewerage. Finally, it is manifest that if Col. Ws "Ss plan shouid not prove satisfactory, it will at least be a good temporary expedient; that nothing will be lost by it, and that the work of filling incan then ene = Dee the present nuisance substantially al We therefore respectfully press upon the at- tention of your committee the manifest advis- ability of adopting the Holland system and of getting the work done. To that end we sug- Sest it be committed to a commission, one of whom shall be Col. Waring and another an experienced Holland engineer, and that, the commission be authorized to begin and carry the work to completion without waiting for further legislation. The line of frontage can be determined by Congress at the outset from surveys already made, and the statute whica creates the commission can tell them what they areto do. OPINION OF ATTORNEY RIDDLE ON THE TENNEY- INGERSOLL POINT OF LAW. District Attorney Riddle has made a report to the District Commissioners on Mr, Tenoey’s Petition on the Sunday law, heretofore published in the Srar. He says the Commis- sloners have nothing to do with the subject. They do not compel Mr. Tenney’s miil firm to cease enna on Suaday, or permit Mr. In- gersoll to lecture on Sunday evening; nor a9 they close threatres on that day.
