And that course mignt very well be adopted, anyway, so far a3 Mr. Marsb is con- cerned. No person who has been in Rome lately has ever heard of his performing any duty whatever, elther oficial or social. It is generally understood there that all that sort of thing is left to his secretary of legation, who thinks everything American excessively vulgar, and who takes a good deal more pride in dancing attendance on citizens of other countries than in representing his own government. So far as American inter- ests are to be taken into account in the matter, they can all be protected and promoted just as acceptably and quite as effectively by the consul general for Italy as by a full fledged “Envoy Extraordinary and Minister Pieatgo- tentlary. = It Is the almost unanimous votes of the news papers of the country that a new residence for ‘the President should be built on a more eligible site, beyond the influence of the river-bred malaria, or that the flats in the Potomac river should be removed. Manifestly, the latter is the proper and in the end the economical thing to do, The removal of the President’s house would undoubtedly afford a remedy, so far aa Its own Occupant ts concerned, but how ts that measure going to benefit Senators and Representatives and the thousands of other government employés and their families required to live here, and whose residences cannot be removed? © The thing to do, therefore, is to remove the cause of the trouble. Washington Is not an unhealthy city, naturally, and the flats, which are the hot beds of malaria, are not the volun- tary work of nature. Both have been made what they are by the action of Congress,—in building the Long bridge, in the first place, and by Its neglect, in the second place, in not pro- Viding for the removal of the obstructions thus caused. It is the duty of that body to undo its own work if it ever had a duty to perform. ‘When that is done there will be no talk of erecting a new Executive Mansion on account ° ofthe unhealthy situation of the present bulld- ing.
