Congressional *+Vindication” of the Star Reute Men. The Claim that the last Congress, after ex- amining into the alleged star route frauds, vindicated Gen. Brady and his administration Of the service has been made again and again, and it Is relterated on every occasion. Tae records of Congress show that on the Sth of December, 1579, the Postmaster General asked for an appropriation of $2,000,000 to cover tac “necessities of the star service for th> present fiscal year”—iss0. This request was made {ao accordance with a report and recommendation of Gen. Brady. The House, during thestrugzia that followed over the matter, ascertained that the actual deficiency was $1,155,000 and not 32,000,000, the amount asked for. On the 26th of February, 1580, the House passed a deticteacy bill appropriating but $970,000 to supply tae deficiency, $1,030,000 short of the amount Gen’ Brady insisted was absolutely nesessary to the Proper continuation of the service. It wa3 ascertained that this amount would be sufficient to carry the service through the year with all the “expeditions” and in- creases Brady had put upon it. This was not much of a vindication, as Brady and his frieads had made a most determined and aggressive fight for the two millions, and many members Who voted for the de approval of the conduct of th: had made it necessary. The On appropriations, after inqtr, subject, service which enate committee into the whole reported back an appropriation of 111 $900,000 shot of Brady’s Nzures— ed the following provision: “Daring the rematnder of the current t13cal year no far- ther expediting of service or increase of trips On aby postal star route shall be made.” Anovher section appropriated $109,000 ‘to en- able the Postmaster Genergl to place new Service as authorized by law; provided that the postmaster general shall not hereafter have the power to expedite any contract elther now ex- isting or hereafter given to a rate of pay exceed- ing fifty per cent upon the contract, a3 origin- ally let.” The words “on increas: of trips” In the first proviso were stricken out after a long debate, but if with the restrictions stui lett Gen. In support of this Mr. Conkling sald: “I believe that there has been a great deal touching the star service, so-called, Which does rot seem wholesome to people quite a3 dis- criminating as We are, and who know quite a3 mucb about it. I nappen to be acqualated myself witn a number of upright and ern- Ing persons, who, with a pretty large knowl- edge of what has been done in thts Tegard, dis- rove very much of it. Therefore, ft think it not unreasonable that, in voting ‘this ae‘l- ctency, We should austain from complivatiag Ourselves at ali with questions with whica we have no practical concern at present. {[ shall vote for the bill with much more satisfaction with such an amendment as I have suggested. The bill as thus amended was passed almost unanimously by the Senate, and sudsequently concurred In by the House. Senators and Rep- resentatives who voted for tt condemned the “extravagance” of the department in thete Speeches. It was the policy of those who are antagonizing the President in the Robertson case to say nothing that would con- nect the Matthews nomination with it; but there ts reason to beifeve that had Matthews been rejected, it would have been claimed asa. defeat of the President, and capital would have been made out of 1t. However, the vote yeater- day in no wise represents the Robertson and anti-Robertson strength In the Senate. A num- ber of Senators voted against Matthews who are tixed and determined in thetr support of Robertson. These Senators really conaidered and acted upon the two cases as separate and aistinct.
