Attorney Riddle yesterday transmitted to the Commissioners an opinion regarding the peti- tion of physicians in behalf of the babies of the city, remonstrating in effect i raed the en- forcement of the regulation forbidding the keep- ing of Cows in the city. We cannot advise a dis- regard or a suspension of this nor any other law. Attorney Riddle has submitted to the Com Milssioners & supplementary opinion in the matter of the application of the preaident of tbe Upper Potomac Steamboat Company, in referet.ce to the occupation of a wharf at ‘the foot of M street. The controversy is between it and the ferry company. The Upper Potomac company had the us@of the wharf in consider- atlon of removing the debris and deposit whic had accumulated, which itdid. Thereupon the fesry company dropped a boat into the thas improved dock, (for a dock 1t proves to be, with a whart on either side), it tying to its own wharf, thus made accessible. The opinion says: The Potomac company asks to have its Tights enforced by the Commisstoners, and this office, not aware of the ferry company’s righis in the premises, recommended action by the Commissioners. I¢ now appears that the ferry compaby Owns cr has the right of using the wharf to which the boat is tied, and the dock 1s too narrow to admit the vessels of both com- panies at the same time. I confess this to me seems to present the case In an entirely new lignt. Ido not see what power the Commis- sioners have to hitch a tug to the ferry com- paby’s boat and pull it away from its own wharf, nor do I see that they can tntervene in the case at all. The Potomac company under- stood the position of things when it cleared the Cock, and, as it seems to me, should have had some arrangements with the ferry company about its use, I think it 1s a matter entirely between the two companies, in which the Com- missioners cannot be called upon to intervene. PUMPING PLACES. ‘The following have been designated by the Commissioners as places where all street, yard and alley sweepings and cleanings, and eartn from excavations n0t otherwise provided for, deposited:—N street, between 27th creek; C street northwest, be- tween 17th and 1sth streets; Canal street south- West, between ist and South Capitol; L street northeast, between North Capitol and ist; 6cb street, oetween L and M; also, it the owners Permit, the square bounded by P and Q and 17th alid 1Sth streets northwest. CURTAILMENT OF FIRE LIMITS. The Commisstoners, yesterday, issued an ors der curtailing the “fire limits,” which are now as follows:—"The city of Washington, except ‘that portion east of 1ith street east add south of I street street south; and that portion of the city of Georgetown bounded on the north by Broad and Sth streets,on the west by the boundary line of the city of Georgetown, on the south by the Potomac river, and on the east by the city of Washington, within which it shail not be lawful to construct or erect any wooden building.” DESTRUCTION OF PROPERTY BY PUBLIC SCHOOL RoYS, The District Commissioners to-day sent a communication to the trustees of the public schools, calling their attention to a letter which was sent th last October, respecting the destruction of roperty. &c., by pupils of the pubiic schools, which they ad every pupil so offending. Editor Star:—For one I desire to enter my earnest protest against the course pursued by the District Commissioners, in saddling upon a portion of this tax-ridden community, burdens which do not belong to it. I refer now to the Proposition to widen the 14th-street , at the public expense, ee, well that there is no real necessity F this, (though, of course, it would look nice tohave broad avenues there and elsewhere:) but that itis for the special benefit of afew speculators in real estate, It 1s simply to enable them to get a higher price for their lots, because they will then fronton a broad avenue and will therefore be more desirable; and t hat will be one of the main points urged by them in offering these lots, why they should have a higher price for them. Ofcourse noone ob- jects to having the roadway widened, but it should not be done at the public expense, at least so far as paying for the land" 1s concerned. These speculators can well afford to give the necessary land, because the {n- crease it will give to the value of their lots wil! Tully compensate them for it, and if the work is to be done it should be on that condition only. it will require a large sum in addition to make the roadway, and that of course must be paid out of the public funds; and these par- Ues ought to be glad if the District does that on conaition they give the land. This is not the only instance by any means tn which a Portion of the tax-payers are saddled with bur- dens which do not belong to them, by the Dis- trict authorities. They nave already compro- mised with the wealtby railroad companiss, by which they are let off on paying only half the taxes due from them, and that, too, after keep- ing the District out of the use of the money for years. Then, again, they let off all those who falled for years to pay thelr personal taxes from all the nenalties aMxed by the law, E i = few. On ech@ition they would slinply pay ine origi. nal tax, And now come the churches and par- fonages, HOt content with the exemptions al- ready procured from Congress, and insist that they should not even pay the balance due; and Judging from the past, it 1s but fair to [ke that that, too, will be added the burdens of those who do pay thetr taxes. It is iiterally true, as stated by members of the District committees in Con- es last winter, that the citizen who pays his faxes when due is iryinitely worse off than those who do not pay,—because, by these actions of the Commissioners they are made to bear the burdens of others as well as their own. Take aman who has a home and works for a living. If he does not pay the tax on his house, thougn it be all he has inthe world, the penalties are added, and his property is solid.
