Bowen are claiming that he has the Inside trav for appointment a3 District Commissioner. We presume there 13 mo more foundation for the claim than there has been to the similar ones put out pertoit- cally for years past. President Garfield has lived long enough !n Wastiegtoa to be pretty well informed in regard to District needs, and ‘the sort of men required for the District gov erpment. He ts tn all probability thoroughly aware that Mr. Bowen {3 not a suitable man for District Commisstoner,and that his appoint ment would not be acceptabie to the citizens ot we District. Mr. Bowen was elected mayor of ashington in 1565 by the bare majority of 71. iis administration was so offensive to the People of the city that In is70 he was turned Out of ofiice by the overwhelming majority of 3,219. This vote of condemnation was given by men of all parties and clawes, and was the deliberate verdict of the great body of the bast citizens cf Washington against the Bowen rule and methods. Tae odjections to this rule and these methods are greater today than they were in isi). The city has taken great strides since that time, and the rowdyism and disorder of Murder Bay politics Would be as much out of place.now, as the then system of cleaning the grass from the surface gutters with old knives. Tae people have no reason (o suppose that Mr. Bowen ha3 learned anything, or isany more Mt to govern them than he was tn 1s7v. They see him surrounded by the same objectionadie gang of local politi- cians. Whenever he is a candidate for any- | thing. or wishes to dominate at any nominating convention or local meeting, his strikers are Invariably at the front in all the scenes of rowdyism and disorder that have made such gatherings discreditable to the city. These followers,—ex-oitice holders, ex-contractors, and seekers in the same line.—are the men who expect to be provided for if Mr. Bowen comes Into power again. It is manifestly not for the Interests of the city that be or they should ever come to the front again tn District affairs. Some Senators, it 1s stated, believe that the President became unnecessarily alarmed fn ref- erence to the caucus rule. They say that the Tule would not have had the effect feared by the President, but, on the contrary, its action would factiltate action on atl appointments, and insure an early yote on that of Judge Ropert- son. The rule, they say, was made with that objec! specially in view, and places the friends of the President, who claim to be In the ma- jority, n command of the situation. Under the rule, they say, all uncontested cases would be Specdtiy disposea of, and the contested case of Robertson would thus be brought forward for Consideration. The friends ef the President, belpg in the majority, could then convene the caucus and determine that that case should be acted upon, and such action on the part of the cacus would insure an affirmative vote in the Senate on confirmation. The answer to this is that Senator Conkling who wishes above all things the defeat of Rob- ertsom’s Bomination, was delighted with the action Of the caucus in adopting this very rule, and was correspoudiagly depressed and wrath- filwhen the President checkmated his pro- gram by withdrawing the other New York nominations.
