Mr. Elmer was nominated on the recommendation of the Post- master General and not as a friend of Senator Platt, as has been stated. MARINE ORDERS.—Captain Wm. Wallace, U. S. Secretary ‘Windom thinks that by the 10th, the limtt fixed by him to receive applications, he will have received @ very much larger part of all out- Staneing sixes. He has determined to accep’ all appl ications received even by telegraph up to midnight of the 10th, and It 1s quite probabie Uhat he will extend the time in order to ac- ccmmodate holders. TRIUMPH OF THE TENNESSEE POSTMISTRESS.— The nomination of Judge G. W. Foote to be postmaster at Jackson, Tenp., has been with- drawn, and Mrs. Woolfolk, the present incum- bent, has been rea) pointed. Puiiticians Tepre- sented that Mrs. Jooltolie did not contribute to the republican campaign fund last year; that she had two democrats employed, and that she Was an appointee of Congressman Atkins. By this representation they got Foote nominated. Senator Jackson showed the President the re- ceipt for Mrs. Woolfolk’s campaiga contribu- Uon, convinced him that the two democrats Were sons of the Jady, and that Atkins had nothing to do with her appointment. Tue President at once withdrew Foote and reap- Pointed the lady, who will be confirmed. THe Cariro. “WHat Is It?”—In passing through or by the grounds on the Senate side, the red brick grotto 1s always the subject ot wonder and ‘amused comment on the part of strangers, aid uses as varled as there are z akers are suggested for ite exiatence. Al- though it has a very picturesque interior, with its aquatic plants, stalactites and fountatns, the exterior more nearly resembles a vault ta a cemetery than anything else. In view of the reat bumber of sensations and romanees the nate has furnished ee two years, "the tomb of the Capulets” is suggested as an ap- propriate name for the grotto in which most bird at some time a suene from Romeo and juiiet may be enacted. ANOTHER MILITAKY SCHOOL.—By general orders, No. 42, issued to-day, 1t 1s directed that “ag soon as the requisite number of troops can ‘be assembled at Fort Leavenworth, Kai the poorer § general department of the Mis- sourl will take measures to establish a school of application for infantry and cavalry similar tothat now tn operation for the arifllery at Fortress Monroe, Va., the code of regulations for which, so far'as applicable, will be observed until the staff of the school can prepare ana submit an amended code for the approval of the general of the army.” SgnaTE Conrremations.—The Senate In ex- ecutive ses fon yesterday confirmed the fo!- lowing nominations: Chas. THE PRESIDENT AND THE SENATOR, ‘The political complications brought about through the withdrawal of the New York ap- pointments is still the uppermost topic. W! ever plans Mr. Conkiing has for the future, if indeed he has any, he keeps them to himself and carefully avoids any showing of his hand, On behalf of the President his friends say ae clearly foresaw that Senator Conkling’s pia! Was to bave his own trlends first coniraied aad then move heaven and earth to reject Robert - son. This course would have interrupted the Pie-ident’s plan of giving all the New York Jactions a bite of the Plea 30 plum, and he handed in Conkling’s friends merely to remind him, that if Rober as the outlook is he undoubtedly will be, the. nominations with- drawn will, with but one exception, again be Sent in to the Senate, It ts held Oy dispassion- ate observers that in every way the President now has the whip hand. It ts true until there is another republican caucus Conkling can hold back this uted nomination until a) the cages not In contest are disposed of. Ua- Jess there is an-unexpected drawback the Sen- ate can aie of all nominations not in con- test by eeday next at the farthest. Mean- while t ihe President's plan is sald to be to with- hold further nominations until action on Robertson fs had. This for the reason if he kept on sending in new names,:the Senate would have, just £0 long as he pursued this course, un- Contested nominations before it, and the real Hight would be delayed by his giving the Senate other material to act upon. He does not pro- Loops to give it such material. In the improba- ee event, yaks ea Senate, after disposing of un- 8, adjourning without disposing or ribose in cor contest, the President could at once convene the body in extraordinary session, and they would then have nothing before them but the uncontested cases to take up. if there is no report by the com- merce committee on -the nomination by Wednesday next the talk is that another caucus will be held, and that the friends of the administration will have votes enough to reconsider vig action of the previous caucus, and hay accomplished this, refuse to bebound by any tkase which will delay action upon Robertson's case. The long-! en Sena- tors say that as peace is now im) ble, the sooner the fight is over the better for all con- cerned. THE NOMINATION, which the President will not again send to the Senate, even if Robertson ts contirmed, is that ot Mr. Tyler to be collector at Buffato. This seen like his Baltimore namesake, ts !n- volved, it 1s alleged, in a social scandal, and manifold petitions had been forwarded to the President to withdraw his nomination, even before it was withdrawn. District Attorney Reed he was mis- quoted in one particular in yesterday's Sra. Jn an interview he is poor as having sald: “T saw Logan this morning, and he 1s looking as if he had been toa funeral, (ahd T had no chance to talk with him.” What he said was “I saw n_ this morning, but did no> have achance to talk with him. The damo- crats say this is a republican funeral.” Mr. Conkling’s right, HOW BE 18 LIKELY TO PROSPER. Another republican caucus is to be held, so itis stated, within a few days, for the purpose of considering the single objection rule adopted by the last caucus, Senator Conkling in- timated yesterday that he intends to hold the republicans strictly to that rule unless they Tepeal or abrogate It in due form. There will pene be awarm time in the caucus over pre pation to rescind the rule so recently adop! Mr. Conkling’s interest. The dever- mined action of the President leaves no room for wavering. Those republican Senators who er to support him will have to come right up to the mark and vote to repeal this rule, It is belleved that 1t will be repealed by etd decided majority, and though the odds seem to be against Conkling he has not yet relaxed any of bis preparations for a fight. He has five cue spoken determined adherents on the dem- oc ratic side, and he appeals for republican aes port on the ground that if Senators permit hi to be driven to the wall they will hereafter b: subject to executive dictation. Senator Conk- Ing apparently has made up his mind to make the best fight possible, rather than surrender. It is now regarded as very doubtful if he can carry a majority of the commerce committee with him against Robertson. At least, on> member whom he Claimed now declares him- fe)f a Eupporter of the admintstration, and it ts quite likely that Mr. Conkling may see the nomination taken out of his hands in his own committee. Important Military Changes. MAJOR GENERAL SCHOFIELD ON WAITING ORDERS By direction of the President the army ord2rs constituting the department of Arkansas and the military division of the gulf, are rescinded, and the boundary lines of the military divi- sions of the Missouri and of the Atlantic are restored to hose in force prior to the issue of said order, to wit: Themilitary division of the ‘Missouri to embrace the deparements of Texas and of the Missouri as they existed before the publication of pene orders No, 84, of 1850, and the dep: ents of the Platte and of Dakota. The military division of the Atlantic to embrace the departments of the east and of the south as it was constituted prior to the issuance of general orders No. S$, of ae Major General J. M. Schofleld is oe waiting orders, with full pay, until the farther order of the President. Colonel R. S. Mackenzte, 4th cavalry, will join his regiment in the de- partment of Missouri, and the officers of his personal staff will proceed to their respective companies. The Coming Republican Caucus. CONKLING ON THE RAMPAGE. The republican caucus will be called for Monday, £0 it is now given out by good author- ity. The business will be to consider the present situation, and it is declared that Sena- tors Hawley, Hale, Burrside and others, who sustain the President, will make the tssue di- rect with Senator Conkling in the caucus. It seh that Mr. Conkling has lost confidence in P. M. General James, a8 he yesterday spoke ce the fatter as “that man James.” Conkilag has also complained that Dawes and other re- publican Senators made haste to desert him as s00n as they discovered that to stick by him Was to lose federal oe ‘tronage. He made ap- peals to democratic Senators yesterday for help, and during different conyersations spoke re- proacbtfully of republicans who had volunteered oe Support, but who deserted him at the first Eight Murdersin a Year.
