WAR ON FLOWER THIEVES AND TREE DESPOILERS —ACTION OF THE HORTICULTURAL SOCIRTY. The District of Columbia Horticultural so- ciety met at German Hall last evening, Mr. Jobn Saul, presiding, and Mr. W. Gillingham secretary. Mr. J. T. C. Clark read a paper on the culture of house and garden plants, giving some timely hints as to ‘he selection of seeds and plants, and closing by advising the ladles to beautify their houses by flowers. Col. Cur- Us, and Messrs. Glorlus, Field, aud others, discussed the essay. called attention to the fact that there are many depredauohs committed on the parking and terraces. In one case a lady had purchased and set out two dozen plants, which were taken up by some parues Who hawsed them aboat the streets fora meresong. He ioved that & committee be appointed to wait on the Dis. trict Commissioners on the sudject, Mr. Glor- ius remarked that he knew of several to- stances of depredations 10 his section. Mr. Clark said he Gid not totend to reileet on the police, but If the authorities would permit ‘hem to pay more attention to the parklag than to guarding processions 1t would ba bat- ter. He had seen men puil limbs trom trees, being wnaware of the law, which, by the way, ‘THE Stak had frequently called attention to. Mr. Curls remarked that {a a recent cage the Capitol policeman who had arrested a boy for pulling llowers had been lectured in the Polic2 Court, If they could do nothing else here they could get up a healthy sentimeut agatost this habit. Mr, Clark sald that he was lke the schoclmaster out west, who Claimed that he Was the governor of the state, for he managed the boys, the boys managed their mothers, and the mothers their husbands, They could ask the Commissioners and the latter would direct the attention of the police. Mr. Fowler said that most of the depredation Was at night, and that in many cases the plants Would be found at the markets on sale by col- ored people. As to the Capitol policemen to which reference had been made, he had done nothing but his duty. Mr. Saul sald thatcoatly Plants set out in the Capitol grounds had been plucked up almost, before they were firm in the ground. Mr. Clark remarked that if there was some change adopted by which policemen would not have to remain two-thirds of the time they are entitled to rest, at the Police court they might do more towards making cases of park raiders. Mr. Saul, speaking as one of the Parking commission, said that the great ex- pense how incurred for replacing tree boxes, &c., might be avoided if the iaw was enforced, and it instead of horses beng hitched witain Teach of trees they should be fastened by rings in the curbs. The continued vacancy in the office of mar- shal ts made apparent to the officers and others having business at the City Hall by the in- convenience it causes. Of course the judges feel that it is their duty to do whatever 13 possible to relieve the pressure thus caused. A Tew days since the jurors for the May term of the Circuit Court (commencing May 9th) were } drawn, the clerk performing his duty in that regard. The next duty was to summons those drawn, and as the writs are directed to the marshal, and no such officer being in existence, the question was one of some Concern a3 to how this was to bedone. This morning Judge MacArthur directed Major L. P. Williams, who recently filled the office of deputy marshal, to notify those drawn. Should they respond in Suffictent numbers, and should there be no ob- Jection raised to their serving, the trials may RO CN as usual, but of course there will be in- Convenience as to procuring witnesses, serving attachments and other writs.
