A table of the star routes, which are now the subject of investigation, shows the mantpula- tton of ninety-three routes out of 9,225, whereby the annual cost of the nincty-three routes wa3 aised between July and January 1, 1550, ‘om $727,119 to $2,592,214 The regular appro- Priation for star route service for the year ended dune =S0, Was $5,900,000. Of this amount 502,214 was absorbed by the ninety-three routes cmbraced in the table, leaving $3,097,736 for the remaining 9,122 routes. The frauds seem to nave been matniy io connection with the routes in Louisiana, Texas, Indian Terri- tory, Kansas, Nebraska, Dakota, Montana, Wyoming, Colorado, % Mexico, Arizona, Utah, Idaho, Oregon, Nevada and California. ‘The rates of increase obtained by contractors in many of these cases are enormous. One route in the Indlan territory was swelled from $6,000 to $150,000; one in Dakota from $2,359 to $70,000; one in Wyoming from $11,000 to $99,000; One in Colorado from $0 to $8,133, etc., etc. In considering the aggregate Increased pay shown by the table, !t should bo borne in mind that the increase extends over the remainder of the contract term, the full term belng four years. Assuming that three years ts the aver- | age period for which the increased pay would run on the ninety-three routes described, the aggregate of the arbitrary awards on these routes would be $6 275,28: Oue Of the first things to leave an unfavor- able impreesion upon the minds of strangers to our city is the frequent importuning for alms on our public streets; and to our own citizens it ig none the less annoying. Were there occ3- sion for this, we might brook, though with 1l!- grace, this un-American habit, and set it down as one of the penalties of city life. But so far as this easy-going rule appiles to Washington, there fs no ccecasion for i. We hazard little in asserting that money enough fs given away for charitable purposes ia our midst to relieve double the number It ever reaches. And why? Because of the lack of that perfect fem which obtains In all iarge cities and which has re- duced alms-giving almost to a science. It is not enough to give only when the emergency cemands it, but to provide for the inevitable “rainy day” in such manner as will lessen the burdens of the giver, both In pocket and in mind, and lighten the load the poor have to carry. a Organized charity alone can accomplish this, and we are pleased to learn that a meeting has been recently held at the residence of one of our well-known citizens, where the matter was fully discussed, and the promtse is given that at an early day a plan will be perfected and submitted to the public that cannot fall of approval. —_—_—_~-22-—___ The term “senatorlal courtesy” has been made the theme of innumerabie newspaper articles and has furnished the basis for scores of press dispatches of late. Starting out with the theory that this “courtesy” was something undefined, an effort has been made to write It into palpable shape; but the more It ts handled the more elastic it has grown untii now itis Stretched so es to include about everything in the Senate. The country has been informed that the democratic Senators will vote with Mr. Conkling to establish “senatorial courtesy” as the rule, because under it they (the democratic Nenators) would have to be consulted in regard tothe confirmation of nominations, and that when both Senators from a state, regardless of thetr polities, objected to a nomination that would secure ifs rejection. In fact, senatorial courtesy fucluczes only the Senators of that party tn accord with the adm'nistration. mld the Senate vote to adopt and confirm Mr. Conkling’s theory {i would not apply to democratic Senators, ‘Senatorial courtesy” 1s & partisan affair, notwithstanding Its name. The Richmond wWhiy, reasjuster organ of Virginia, gives a tabular statement of te Vir- sintadcbt. In this table the debt of the state on the ist of July, 1551, was $53,305,055,59. The Whig, by one swing of the pen, cuts off one- ibird of this amuont ($1 1.93)"and appor- tions It to West Virginia. It 13 much easter to assign this one-third to West Virginia than to make ber pay it; and as long as she refuses to do so the old state is in law and equity respon- sible for it, It was the state of Virginia as it existed prior to the rebellion which contracted Unis debt, and that state cannot by its own action refer creditors to another commonwealth When they demand thelr money. West Vir- ginia denies that she owes the money; declares she got but little benefit from the money bor- rowed by the old state, and that she will not pay one-third or one-fifth of the original debt. Not only are aerial lines forbidden to be erected in future, but those new existing are required to be put underground by the first of May, 1533. Chicago bas but anticipated the other cities of the United States in this action. Telegraph poles and hundreas of wires interlacing each otuer have become an unbearable nutsance, and the companies might as well be preparing to abate it, for it has been universally condemned by public opinion. Those who talk of Mr. Frye as betng “Biatne’s man,” and as having “recited Blaine’s speech,” are singularly misinformed as to the status of the new Senator from Maine.
