The question whether the detective branch of a police system is on the whole promo- tive or preventive of crime 1s one that has long bothered many persons, and non? more than those connected with the administration of municipal affairs. The former view Is the one taken by the new Mayor of Cincinnati, who has dispensed with the detectives formerly on the force of that city, as a useleag and corrupt adjunct of its police system. If is doubtless true that with bad men acting as detectives, Crime 1s Increased instead of reduced,—particu- larly crime against property;: but in the dismis- Sal of corrupt detectives only one root of the trouble tscut off. Another and even more pow- erful agency in the promotion of. that class of crime remains in the low order of pawn shops to be seen in every city, which are nothing but Places for the reception and sale of stolen goods. With such places entirely out of existence in all cities the inducements for thet: would be very largely reduced, since thieves would then have little or no chance to dispose of their stolen goods. So long as that class of so-called pawnbroking 1s tolerated as it now ts in most places, the dismissal of corrupt detec- tives er the adoption of any other measure of reform in police affairs will accomplish but Uttle permanent good. Sir Stafford Northcote, the tory leader of the House, has the support gen- erally of his party in that body, and his chances are claimed as next to those of the Dake of Richmond.
