All the local elections which have occurred Since the national contest was decided have resulted ln a triumph of the people over bo3sa3 and ring rule. Philadelphia led of ina¢rash- ‘ng defeat of the ringsr and the other cities of the country have followed the good example Set bythe Quaker city. The spirit of inde- pendence which was manifested in the munt- cipal elections has not been overlooked by the politicians, who are generally shrewd enough to read the signsof the times. There ts a feeling of uneasiness prevailing among the big bosses who control in state and Dational affairs which admonishes them to check this inclination of the people to assert themselves and their rights outside of regular Party organizations. The speeches that have been made tn the Senate show that the dead- lock bas for tts chief purpose the maintenance Of strict party discipline; that both sides are moved by this policy, the idea being to once more define party lines distinctly and keep party rule in the ascendent. The condition of affairs following the rebeilion was favorable to the maintenance of party discipline. Great Questions were before the country, involvinz sectional matters, and these divided the people Into two opposing political parties. and the bitterness of each succeeding eleo- uon kept the organizations intact, comparatively. These conditions have passed away. The country enjoys prosperity and ali the Indications point to an assertion by the People of their power; to the overthrow of the managers, who, taking advantage of the ne- cessity, In both parties, from the political Standpoint of each, of rigid discipline, have, year by year, increased their power, for pur- poses of self aggrandisement. The fact that every city tn Missouri, the “banner” dem- cratic state, went republican in the recent election has been noted, but it wili bear repe- titton as illustrative of the rapid change of political sentiment. In Uther states where re- publicanism, through long rule, began to feel a sort of proprietary right and to neglect the public good, that party has been defeated, showing that healthy state of pubilc sentt- ment which brings the better classses of citt- zens together tn behalf of good government, Tegariiless ot political parties or leaders.
