No Signs of a Break. Virginia Debt and the Blood Shirt Stull act the Frent, ‘The Senate resumed the consideration of the pending business this morning—the resolution for the election of Senate officers. A motion, made by Mr. Pendleton, to go into executive session, having been lost—yeas 24, nays 2% Mr. Johnston took the floor. He quoted extracts trom the Virginian, a newspaper edited by Mr. Riddleverger, to prove the democracy of tha gentleman and of his coll le (Mr. Mahone), and from the Riddleberger bill, to show that the republicans were now found supporting a man for office who had announced in that biil tbat the adoption of the thirteenth, four: senth and fifteenth amendments was equal in 1t3 ter- ribie effect to the war itself. He went with some minuteness into the question of the debt of the state of Virginla, contending that any failure to pay the toterest on that debt was not attributable to any desire to repudiate, but to the unfortunate condition of affairs which hid prevalled in that state immediately after the wi r. Mr. Dawes inquired whether the Senator agreed with his colleague in Rolding that West Virginia ought to pay a part of that debt. Mr. Johnston pepted that he agreed with his re and with the Supreme Court of the United States in bolding that West Virginla should be responsible for one-third. Leaving the question of the debt, he Led of Mr. Dawes where and when tn Virginia anybody had had to wade through blood to the bailot- ‘box as had been stated by that Senator. Mr. Dawes replied that the “Mitssisstpp! plan” was a general term. Specific uames at- tached to different phases of it tn the different, southern states. In one state it took the phase of blood, in another of [tissue batlors, in an- other of forging returns. In Virginia it was called opposition to vagabond suifrage. Johnston stated that the charge that there was any smothering of the republican yote in Virginia was absolutely false.
