NOVES......Editor, | | The Evening Star tas a regular, perma- | nent, bova fide dally circulation more than | treble of any other dally paper pub- | Ushed in Washington, and equal te that ef all the other dally papers here added te- aether. | ‘THRE S78 office is connected with the Telephone | | Dasiness can be sent day or night, free of charge. As to the Senate, | ‘The contest for control of the Senate may prolong the extra session for some weeks and It | Will almost certainly exclte b.tver partisan feeling. The business for which the extra ses- sfon was convened conld, In all probability, be | transacted In one week's time, buta question of patronage interven, and the usually dignified Senate ts converted immediately into a politi- cal battle ground. Owiog tothe four vacan- cles on the republican side, that party is tem- porartiy disabled, and, even with the votes of both the independents. could not cope with the | democrats. The republicans, therefore, insist | that all steps towards organization shall be de- ferred until their ranks are filled up; the democrats maintain that it ts folly to waste days of time tm waiting for four Senators, whose absence cannot tn the least tnter- fere with the progress of business. Nothing will or can come before the present i session of the Senate that will harm or benefit | elther party. There {3 an apparent under- Standing that the President will send in only the more important nominations, and among both democratic and republican Senators there is an expressed purpose to confirm such nom- nations without contest. In other words, a tacit agreement that the new administration Ought not to be embarrassed or annoyed at the threshhoid of its existence by combatting its choice of the men who shail administer the va- rious departments and divisions of government. | Hence the question tn dispute Is which party Shall possess the offices of the Senate. So far | as has yet been discovered, Mr. Mahone holds | the balance of power between the two parties. He was tnvited into both caucuses, but Jrespect- fully dectined to declare his poltcy by entering either. The present status of the Senate ena- bles the democrats to organize, but wher the four republicans arrive next week to fill the vacancies, the organization could and would be overthrown should Gen. Mahone assist the republicans. Then, possibly, within a few days, death or sickness might again reduce the republican numbers by one or two, which would enable the democrats to upset the reor- | gabization, and we may have the spectacte ot | the grave and dignified Senate changing its organivation every few days as long as the ex- | trasession continues. Surely a body so con- servative as the Senate can devise some plan to avoid such a spectacle, ———_-++e-___. | It Is gratifying intelligence that the cable | conveys to the effect that Gen. Koberts does | not go to South Africa intent upon murdering | the Dutch farmers of the Transvaal and con- | fiseating their property, but that he takes | ; With him authoritive overtures for peace. That element of the British population so accurately represented at present as well ag in the past by the three tallors of Tooley street, talks loudiy of vindicating British honor and of the neces- sity of saving British prestige, bat the intelll- gent and justice-loving people ef the kingdom appreciate the fact that the country’s honor 1s | not always to be maintained by the physical | power of the British lion. Mr. Gladstone is | Teported by one of the lberal journals as hold- | ing the opinion that wrong nas been done to | the Boers and that the honor of Great Britain demands that justice and not revenge shall | Tule in dealing with the people of the Trans- | vaal In this day of ctvilizatton it would add | nothing to Britaln’s glory to crush a people Whose numbers are less than that of a single | ward tn London, by the power of brute force. | | Mr. Gladstone knows that such a “victory” would be in the estimation of the ctviltzed | world a di —$—$_$§<o+—_____. ‘The anxious enquiry in Congressional politt- cal circles just now 1s “How will Mahone vote?” TheSpbinx makes no definite response unless the following from his organ, the Rich- | mond W//g, may be looked upon in that light. “The Northern Neck News can comprehend very easly how the bourbons in the legisla- lure could agree to vote for General Wickham, republican, for United States Senator to defeat | General Mahone, without detriment to (hei cCemocracy, but it cannot understand that there may be good and suficlent reasons net at all } affecting bi: polities, why General Mahone should vote for Hon. George C. Gorham, repub- Mean, for secretary to the Senate—a mere wuisterial officer of that body. As for our- | selves, we do not know how General Mahone | will vote—whether for or against Mr. Gorham— but we do know that he will cast no vote in | that Dody that will help the bourbon funders, | or the grip-sack funders, of Virginia, if he is | aware cf It. If a vote for Mr. Gorham, or any | other man, will nelp ether wing of Virginia | funderism, be sure he will not castit. And | don't you forget te” | —_§_ore-—____ ‘The Pullman Car Company comes out of the | contest with the Iliinols legislature the victor. ‘The bill to reduce and regulate the fare on sleeping car3 has been smothered in the house committee on ratlroads. At every session of | the Ii'tnols legislature for the last five or six | Years this subject of reducing sleeping-car | fares has been brought up by the introduction | of abil for that purpose. The course and fate of the Dill has been the same each session. Members make high sounding speectes as to the necessity of throttling monopolies, then drop the subject for awhile and qutetly smother the DIL Gentlemanly representatives of the Pullman company are always around at such | times with numbers of annual “dead head” Uckets, and some people are disposed to sus- pect that the Itberal distribution of these little | cards hes scme sort of connection with the Geath of the BIL $< ____ ‘There !s apprebensiou of being dacapttated by many department officers. President Southern Maryland RR, Phila., Pa. Sir: I observe that a letter beariog Se ture, dated Phils., March Ist, to Messrs. A. W. Dimock & Oo., of New York, charges that osrisin statements made by me in & letter to said firm, Cated Washington, Feb. 25th, areuntrue. I now relterate the fact, that a judgment of 830,000 agt. the Southern Mery’ani Eatiread ia held by the Company of which Iam President, as will appear by an examination of the records of Saint Ma: County Oourt, No. 35 Trials Sept. Term, 18° | certified copy ef which I herewith transmit to you. Taleo stated that we held the obiizations of the | Southern Maryland RR. Qo. in notes to a large amount. wit. 144 yet say there were juiigments against you ‘This allegation you substantially sd- | fotbe amount of a qnarter of a million dollars. | Your denial is therefore disingenuous. Toid say, “Its other debts, many bsingin the j form of Judgments, are estimated to amount to | Considerably over a quarter of million of dollara,” oe I willgive you sufficient data for that asser- ton. ‘The Southern Maryisnd Railroad Company owes the State of Maryland $163,000 aad interest from 1873 for amount of money paid to eaid company by the State under faise representations, aad the Attorney Genersl of the State filed this claim as a debt due to tue State, as wil appear by the pro- ceediogs inthe suit forthe apjointment of a re- ceiver, brought by the creditor-of said road in Prince George's county ; this with interest amounte now to about $240,000. Thero were other ciaims represented by counsel which amounted to $175,000. There isaisoa jadgment in the Supe- rior Courtof Baltimore City in favor of Starr & Ridenour atsounting to about 24,000. ‘There are also other debta owing by your com- pany to parties in the various counties which your ailezed proposed railroad traverses. Tenclose an extract from aletter from Hon. Geo. D. Mudd, ex-state Senator from Charles County, asto his knowledwe of itin his own aud adjoining counties. Taiso beg to call your attention to the Report of the investigating committee of the General Assem- | bly of Maryland of the session of 1876, contained in the Journal of the ¥enate. Keferring to the Ke- | ports filed therein, you Will see that, according to the testimony of Mr. Smoot, the President of the Southern Md. B mpany, that “in additioa to an indebtedness in bills payable of over $75,000, and numerous other claimants not so secured, Bonds of the Company tothe amount of 82, 200,000 have been issued and a /arye amount have been fAoated,” and further, that the investigating com- mittee recommended “‘that the Attorney General of the state take legal proceedings as may be ne- cestary toeecure the proper application of the mo- ney subecribed to the stock of said company and the interest of the state in said company.” And a minority report filed therein even recom- metded “that the testimony and papers in the case be referred to the Grand Jury of the Criminal Ceurt of Baltimore City. These same records contain many pages of instructive reading of sim- ilar tenor. And further, there are two mortvages to the Can- tral Trust Company ef New York on record dated Janusry 1, 1881, one for $1,600,00v, the other for 500,000. Now, then, with theze two mortvazes and the $2,.0°,000 of bonds referred to in your former President's testimony, and the other amounts owing by your Company, ihat will be the indebtedine 8 per mile of your proposed road? Nearly every Congreas for the past thirteen years, including the last, has refused your appli- cation to enter the city of Washington or even the District of Columbia. Ido not care here to indulge in personalities but to refer you to facta, all sueceptible of proof and uatters of record accessible to the public. Respectfully 8. T. SUIT. (Extract of letter of Hon. Geo. D. Mudd, ex-State Senator of Maryland. Sm :—The name of the Southern Maryland B . in this rection is srnovymous with fraud and rascalits. Our people have been robbed and | cheated by the officers and contractors of the com- pany, and I can give you ample proof thereof. As chairman of the committee of the Senate of Maryland which investizated the affairs of this company in connection with its obtaining 163, 600 from the State by fraud, the evidence showed con- elnsively to my mind the fraudulent mauner in which the money referred to was obtained, and the papers ought to have been sent to the proper grand jury and the swindlers properly punished. ‘The matter will again be brought before the next Legisiature for further action in the premises, mars eo3t GEO.
