eae en eae reer THE EVENING STAR. | DOUBLE SHEET. WASHINGTON SATURDAY. ‘arch 5, LSS1. Dusiness can be sent dy or night, free of charge. One Mistake. The one great mistake committed by the police authorities in connection with the inau- gural proceeding yesierday, was in not keep- ing the whole wid’h of carriageway on Pron- sylvania avenue, from the Capitol to the Treas- ury, entirely free from persons and vehicles | during the passage of the crand procession be- tween those two points. To allow the crowd to occupy the space south of the rallway tracks was to give up fully haif the advantages of having a thoroughfare so admirably adapted for such purposes. The pletoral effect of | the procession was larcely destroyed by allow- ing the crowd to press osely on the colum», | and at the same time those occupying seats on ther portions of the sid+walk of the south side Of the street were deprived of that view of the pageant to which thy were fairly entitles. Not only this, but the pressing throng prevent- ed evolutions and desired changes tn line from Deing made by the marching column, and on ‘Several occasions tt led to sertous collisions be- tween persons in the crowd and those fn line. All these things could aud would have been avoided had the whole width of the Avenue been kept clear, as it should have been; anda Wery small squad of mounted policemen would have beea suMicient for the purpose. We hope the leason of yesterday will not be lost, and that on the next occasion of the kind the sug- gestion here made wt!l be carried out, Not only will nobody be the loser in any way from the enforcement of such a regulation, but every body will be the gainer from it. —_-_--e —__ The inavguration of the twentieth President of the United S'ates bas been accompiished not alone peacefully, but accompanied with the approving shouts of citizens from every state In the Union. A new administration of the government never entered into power under more auspicious cireumstances. Nowhere was there any demonstration of partisanship. Sec- toralism, which for many years past has ob- truded itself upon such ceremonies, was no. where visible. It appeared to be forever buried and Gen. Garfield was received and welcomed ag the Presideat of the eatire country. Tne thousands of countenances upturned toward3 the President as he delivered bis inaugural a!l betokened confidence in the man and in his future administration of the government. Every utterance of his in reference to the glory and grandenr of a thoroughly united country called forth shouts of approval from the men of all sections. The military display was the grandest ever witnessed In this country in time of peare. President Garfield certainly has the heart of his country with him at the begin- ning of bts admiutstratton. <i It is dificult to couceive what reasons led to | the adoption of that provision of the Internalrey enue laws which allows the large purchasers of manufacturers’ tax stamps an advantage whic i 1s not equaly extended 10 small buyers who a-e © llged by the + want of means to buy in small | quantit: but It fs easy to Mod plenty of rea- | sons W by It sould be repealed. Under extsting legislation purchasers of more than $500 worth Of these stamps at one time are allowed a dis- count of & per cent, while those who can buy Still larger amounts af once are allowed 10 per cent off. Tnese discounts are equal to the per | centage of protics realized on many kinds of business, and the advantage which the larger allowance gives ex'enstve and rich manutac- turers Over small and poor operators in th» Bam * line of Dusin-ss ts of trself a very import a@ntitem. The effect of it 13 to give powerful concerns the practical control of the market by crowding all small es'ablishments out of the feild. ‘This discrimination in favor of large and agaimst sma!l capitalists bas, for example, largely led to pacing the manufacture of matches in this country !n the handsof a single comina: - The discounts which it Tealizes on the large purchase of Its stamps {3 alone am lumense start as against thoze who | Can only manufacture in limited quantities and | Who, of course, can only afford to buy their | stamps ag they are actually needed. While there may be differences of opinion as to whether (be present tax on matches should beentirely removed or not, there cannot be any question that all manafacturers needing | them shou.d be supplied with stamps at the same price. At all events, if there are any ciscriminations they sould not be against the poor. —\_re -_____ ‘The bill for the erection of a national ilbrary br ding died on the Speaker's table in the House$ partly because the members of that Dody wou'd no: spare time from other measures to render the library bli] a little assistance. It Must be admitted, however, that the proposed elte had also consiserable tnduence in the | failure of the Dill. Expressious of opinion by members of the Hus? indicated thata majority regarded the s+ .ectlon of the Senate Of the East Capitol site as a mistake, fand very maby of the Kepresentatives declared their vnwillingness to make themselves participants In the blunder by voting for the DIL Tn3 appeals of Senator Vocruces and others who considered the immediate construction of a | building as of more tmp",riance than any other question; who wer» reluctant to risk | the valuable contents of the Lbrary in their | Present state for nine months more; who were willing to sacrifice al! ‘ietr views upon the | question of site for he sake of having the work j On the proposed buiiding commenced at once, had apparent effect pon the House in over- | Coming the opposttim to the bill, but tho | ‘unaccessary disciission, or more properly quar- Tel, raised by a few bers who had see: @ Soldier kere and there aout the Capitol, pre- Vented ab opportunity to ittempt its passage. . There ts no hope uow vur'i the next Coayresa, whea, It ts to be slacerely hoped, early action Will be taken, and that « site whtch meet + pop- ular as well as Congressional approval may be Qanally selected | ++ The discovery that (be sivkness, 80 closely resembling cholere, which Das prevalied in Chicago for several weeks past, is caused by the deleterious substances used for butter in | that city, willundouor , attract more general attention to the iner.a cg nse of adulterated food in the United sia'~s as well as to the evils arising therefrom. J° 1s only reasonable to suppose, too, that pu" upon the subject wil! Jead to leyislation whites wil effectually pre Vout these common and Jangerous impositions upon the public. Tuis i; « matter that Con- Gress ought to take hou cf,and at once. If ‘that body may pass laws for the preven ion of, and punishment for, counterfeiting paper or metal money, !t May, and ouyht to, pass laws to prevent the counterfeltisgy and adulteration Of food. Several prominent Managers having claimed it, but MISS WARD who holds the exclusive right to the production, (having | purobased it direct from the Authors,) has faily established her claims, and the Superior Qourt of New York recently enforced its Withdrawal from the Stage of WALLACKE'S THEATER, NEW YORK CITY, WHUST IT WAS RUNNING TO OVERFLOWING HOUSES, MISS WARD WILL BE SUPPORTED Bi A COMPANY OF UNEXCEP- TIONAL EXCELLENC Under the Management of COL. WM. E. SINN, A'so Manager of the Brooklyn Park Theater. MISS WARD is an artist, and her treatment of STEPHANIE won a very enthusiss‘ic reoog- nition from the audieace, She reminds one of ‘Ristori and Cushman.—Phila.
