The Business Before Congress. ‘There {3 a fair prospect of an early and am!- able settlement of the partisan wrangle over the apportionment bill in the House. At an early hour this morning Gen. Hawley, who ts always conservative, submitted a proposition Tthateach side appoint five members to mest and confer together for the purpose of agreeing upon some mode of procedure that wou avold any further strife and filibuster ing. This was unanimously agreed to, ent it will probabi b arranged to take a vot ‘St upon the highest number ) pro- Posed as the membership of the House, and then take up and vote upon each number tn tts downward progression, in order—325, 319, 311 and whenever a majority adopts elther umber, that shall settle the apportionment. It ts to be hoped this conference plan will ter- muinate the contest, not alone because of the apportionment bill, but for the reason that a | continuation of tne strife must endanger a | number of tmaportant measures pendiag in the House. The funding bill, the bill for the construction of a national ibrary building, aud others of importance, mtght fall through a waste of time in partisan strife. The District appropriation bill having been sent to conference 1s comparatively saf2, but should any serious differences arise In regard to the amendments its passage would be somewhat endangered by a contest In whi hn side | may be 30 stubborn aa to malntain tts position | regardless of all else. It has been remarked on the House side during the past few days that the fatlure of the District appropriation “wouldn't do much harm anyway,” but fortun- ately for the District a large majority of the Tepresentatives do not concur In this view.
