In view of the Interest feit in the matter of water supply, we give elsewhere the results of an Interview with an officer of the Holly man- ufacturing company m regard to the mertts of the Holly system of forcing an additional sup- ply Into the street mains by steam power. Ac- cording to these statements, the system could be employed satisfactorily bere and at no great cost. If it should turn out, however, that the expe! million dollars that would suffice, according to | Gen. Metg=’ plan to adequately enlarge the sup ly brought to the city, then the latter remedy would be the cheapest in the end, espectaily as it Wonld net Involve the annual expenditure for pumping required stem. How- ever, It 1s well to discuss the merits of all the remedies proposed, and see If we cannot hit upon the right one. In our present emergency the degree of speed with which rellet can be obtained will be an important constderation. In thts respeet the Holly system may perhaps advantage. ———<02 —____ A Kailroad Monopoly Changes Hands, Itts authoritatively announced that acom- bination has been effected by Jay Gould and others, including the New Jersey Central and the Baltimore and Ohio Raliroad company, and that the combination has purchased a majority Of the stock of the Philadelphia, Wilmington and Baltimore railroad. To the employ (3 of the roads !n question and to shareholders in them this transfer of control may be a matter of considerable consequence, but to the people of Washington and the gen- eral public itis im the nature of a distinction Without a difference,—se far, at least, as the prospects for better accommodations and lower ates of travel between this city and New York are concerned. Indeed, there 1s reason to fear that the change may be worse than that, since it 18 under-tood that one of its results will be to paralyze if not to eventually defeat the prc- Jeet of opening a second line between the cities of Philadelphia and Baltimore. The Bal- timore & Ohio company, it will be remembered, was backing that effort for a competing Iine, and now that it controls the only line north- ward, its Interest will be to defeat what it ror- werly advocated so strenuously, and its powers v sll undoubtedly be devoted to that end. Un- tees therefore the Pennsylvanta ratiroad also ©) snges Its front, and hereatter supports what formerly opposed, it ts hard to see how the veling public ts in any way interested in the apge. li 18 to be hoped, however, that that alt will follow. What Is wanted fs two rail- * ay Ines between the political and commercial tals of the country, so that the advantages sempé tition may be enjoyed. ut should it make this fight, the Pennsylva- » company, strong and able as 1t 13, will find { {thas a mightier enemy to grapple with tn {t has ever before met in a direct struggle, has now to cope with and overcome the a most boundless wealth and the far-reaching and powerful combinations of Mr. Jay Gould, who ts confessedly the master spirit in the late negotiations. Yet this fact, while !t may at Urst discourage, should In reality embolden the opposition. Mr. Gould's power ts already so great and so baleful that the legtslature or Del- aware can hardly afford to surrender to at any price that whieh It holds in trust not only for the people of that state but for the whole country. To refuse to give a charter to & NeW road how would bea virtual confession on the part of that body that ft holds Jay Gould's money above the most vital public nterests. vaking down of the speaker's platform at the Alexandria celebration yesterday should admonish the anthoritles of Washington that they cann of the variou: here tn are intended to hold a great nucab-r of persous. and should one of them ive way in any part tt Would be almost impossible (0 estimate the loss of life and limb that must ens Not a few of them, furthermore, are so situated as to endanger, in case of a break down, not alone the lives of their occupants, but also those of Persons who might at the time be standing or se would come anywhere near the half | passing beneath or in frontof them. Before | @ny Of these structures are allowed to be occu- Pied, every one of them should be rigidly in- ‘spected, by authorized and competent persone, to see that they are perfectly secure, and strong euough for the service expected of them. Not only this, but the number of perso! and positively prescribed in advance, so as to avold crowding and all risk of danger when the crowd comes. In a case like thts, an ounce of prevention 1s worth a whole ton of cure. ——_—_~--—____ The Senatorial deadlock in Pennsylyanta wa3 seach | will safely accommodate should be ascertained | broken last nicht by the agreement of the | Tepublican legislative conference to support Hon. Jobn I. Mitchell, at present represeating | the 16th Congressional district, to suceeed Sen- ator Wallace. The result is more creditable and satisfactory than the public could well expect under the circumstances. Mr. Mitchell has already served two terms In the House, so that he fs not without requisite legfslative ex- Perlence: and. althouga he has as yet done nothing to direct special attention t2 himself, he ts regarded by the leading members of both parties a3 a man of ability, talrness and intez and one who 1s like honcrably and well. Why wouldn't it be ood policy to have all the eulogies upon de- ceased members delivered on Sundays?
