FTON ‘ebruary 21,1881. CROSBY 8S. NOYES Editor. The Senate Amendments to the Dis- trict Appropriation Bill. Ong of the questions of difference arising Detween the two houses of Congress tn the pas- Sage of the District appropriation bill Is ina construcion of the scope of the organic law, dividing the expenses of the District govern- ment between the District and Congress. The view taken by the Senate ts in accord with jus tee, and certainly nobody can say that it tn- fringes upon either the letter or spirit of the organic law. The Items ot appropriation upon | which the difference of optutoa exists are for the Support of the Insane asylum and the jail. The House, In tls action upon the District bill, virtually insists that the District should bear one-half the expenses of maintaining the jatl, and about one sixth of the expenses for sup- port of the Government Insane Asylum. That this proportion of burden Is very far in excess of the benefit derived by the District from the e asylum, perhaps few will question. It needs no examination of the rolls of the m to demonstrate that neither one-sixth Lor One-sixteenth of the number belong to the Distriet by reason of any claim of eltizensaip or residence he: fortunate employes ofthe goverameat who require treatment of mental maladies are frequently sent from Washington to the asylum, aud possibly they may be entered upon the rolls of the Instiiu- ton as being received from this ¢! Relatives men and pubdile ofictals whose disorderei have frequently been brought here for the purpose of confining then tn the government asylum, and the formalities becessary to admission there have been com- piled with here in Washington; put sureiy that does not impose upon the tix-payers here the duty of bearlag a portion of the expense of maintaining these persons. Wandering un- fortupates who have either escaped from friends or have been permitted to go at large, oftentimes drift to Washington and, if the case is a bad one, there is nothing to do but send them to the asylum. Is that any reason why the people of the District should be made to pay for the performance, by them, of an act Of charity, in providing for the care of some insane person, who, perhaps, at the time of his confinement in the =sylum, has been only a Tew hours ora few days in Washington? In regard to the jail, It is used more as « place of confinement for offenders belonging vlsewhere than Of those living here, as a list of tts pris- oners, with their places of residence given, will Prove at any time. The Senate committee, after obtatning accurate Information on these points, reduced the asylum appropriation, so that $20,000 will fall upon the District, and struck out the appropriation for the jall, leav- iugthe government to maintain the latter. ‘This fs but fair, and it is to be hoped the House Will take this just view of the matter.
