THE EVENING STAR. WASHINGTON WEDNESDAY. ......February 9, S81. CROSBY S. NOYES. - Editor. The Kvening Star bas a regular, perma- nent. bonn fide daily ctreula: treble that lished In Washington, and equal to that of all the other dally papers here added te- gether. ‘THe S145 office ts connected with the Telephone Exchange. This action virtually dootas the readjusters to defeat and assures the triumph of state credit, while, at the same time. it makes a republican victory in the state at least probable. There 1s no doubt that the readjusters will stand by their party in the coming canvass, because the state debt question will be the real tssue of the con- test. An alliance of republicans and read- justers would drive every voter, regardles of his politics, to the aid of the state credit demo- crats, while with the democratic party divided on the debt questfon the republicans will have as fair a field as they bad in Tennessee last year. The discussion of the proposed alliance has demonstrated that some of the ablest re- | publican leaders of the state, men Lke General Wickham and Mr. Jorgensen would never consent to if; that they regard the good name and credit of the state as of more consequence than party success, and m losing men of this character the republican party of the state would lose every prospect of Victory. A combination of repubilcans and re- adjusters tn support of readjustment, or more properly repudiation, would be opposed by a | combination of state credit democrats and re- | publicans in behalf of an honest settlement of | the debt. All the quibbling that has been in- dulgea in about the term readjustment, and the purposes of the party committed to tt, has not blinded anybody to the most matertal fact in- volved in the whole question. viz: that the re- adjusters are committed to an enforced reduc- Uon of the debt. The action of the republican state committee compels the readjusters to go it alone in their fight for the election of a legis- lature and state officers who will say to the creditors of the state In effect: “We decide that | the state can only pay such or such a propor Mon of what she owes you, and if you do not take that you will not get apythin| ‘The Monroe Doctrine But No Sub- sidies. ‘The House committee on foreign affairs, by a unanimous vote, have declared that the Mon- roe doctrine is not a “played cut idea” that has been rendered obsolete by the growth of our country and the changed condition of affairs. On the contrary, the committee insist that it 13 highly important for the United States to maintain the doctrine of a non-tnterference in all American affairs by foreign governments. The committee's resolutions are not inimical to the construction of an inter-oceanic canal, nor is there anything Inthem that tends to con- fiet with the rightor privilege of De Lesseps, or anybody else. to construct a canal across the American isthmas and operate tt after- wards; but the condition is tmperative that the canal shall be open to the commerce of all nations, and that {ts neutrality shall be anteed: that no foreign government or g: ernments will be permitted to obtain a foothold, by conquest or otherwise, just without our borders. In rezard to the construction of a canal or by | other means - establishing communication for vessels between the two o¢2an goes far enough when it decia: that our government must adopt, sary, grant to American eltizens any privi- leges that might ald in thefr enterprise. In other words there must be a readjustment of the rates charged by the patentees for the use of the device to those who Propose to make it avallable to the public. The rental or royalty of #12 year on an instrument that can be constructed with a handsome profit for probably less than the third part of that Sum 18 an extortion 60 manifest on its tace and 80 outrageous In Its proportions that it cannot be maintained onee attention 1s fairly directea to it. It can only have its remedy by touching the pocket of those with whom it deals, and they in turn have thelr remedy In touching the pocket of those from whom they derive their privileges.
