Advertisements, orders for the paper by mail and otherwise, news, or any information or business can be sent day or night, free of charge. “A. Watson” and “B. Severson.” These two gentlemen may be mentioned as leading representatives of the class of theorists complained of by Congressmen as eternally haranguing and harassing them cpon thelr pet schemes about District matters. They (the Congressmen) express the wish that the practi- cal representative citizens of the city would tall: with them about District affairs, and keep the cracked visionaries away from the Capitol. ‘The difficulty is that the business cittvens have Mtile time to spend about the Capitol commit- tee rooms, while these gentlemen of unlimited icisure seem to have nothiug else on hand. Mr. Watson Isa man of some good !deas and many tmpracticable ones, He deserves more than any other man the credit of originating the signal service system, and he invented the postage newspaper envelope now tn general use; Dut he gets wild—lke many others—when he undertakes to grapple with the question of the Potomac flats. Finally, the whole thing was pro- nounced ab utter fallure, and the flood-zates were removed. Probably, the present genera- Uon have forgotten all about this test tllustra- Uon of the engineering skill of this indefatiga- ble Old Man of the Sea, and it would be uakind to recall it, but for the fact that he is persistentiy engaged in lauding the merits of his own schemes of sewerage and river improvement, and in assailing all other plans. It is neces- Sary that Congress and the public should know just what bis claims as an engineering author- ity amout to, when put to the test. in any plan for the reclamation of the Poto- tmnac flats, the work should be done by the gov- ernment, and the land reclaimed should belong to government. It should be made a coatinua- Uon of the government grounds now extending trom the Capitol to the river at the Monument jot. This added ground could be utilized to beautify the city and for government use, Prof. Sard would no doubt be very clad to have a’por- Tien of tt for fsb ponds and lakes,and thesesheets of Water surrounded by trees and shrubberies ould be made very ornamental With a series of drives in connection with those now exist- ing tm the Armory, Smithsonian, Agricultural, Monument and White House grounds, this pre- Sent uninviting region of the river fats would become a most attractive resort. The govern- ment should never give up this ground to a pri- vate company or to individuals, but should always maintain control over the -river front of the capital city. Should this ground get into the possession of private parties {t would almost imevitably be used in 4 Way to make it a disagreeable feature if not @ positive nuisance upon the city front. Almost Inevitably the bone-boiling, soap-fat, asphalt refining estabitshments would find their way to this locality and it would become just such a nuisance to Washington as Hunter's Point 1s to New York; with the added aggravation that it would be situated right in the nefghbornood of the White House, and as tye prevailing winds !n the summer are from the south and southwest the offensive fumes and vapors would be wafted over the main part of the city. ———-71._-__ Eleven states yesterday elected United States Senators, of whom nine are republicans and two are democrats, Connecticut elected General Hawley; Indiana, General Ben Harrison; Massa- | chusetts returns Senator Dawes; Malne elected Eugene Hale; Michigan, Mr. Conger; Minnesota re-eiects Senator McMillan; Missouri re-elects Senator Cockrell; Delaware returos Senator Bayard; New York elects Mr. Platt; Ohio sends Secretary Sherman, and Florida returns Sena- tor Jones. In Wisconsin the republicans have virtually chosen Mr.Sawyer as the nominee, which Insures his election. West Virginia, Nebraska, Tennessee and Penn- sylvania the legislatures are 30 divided between Candidates that no election has yet been reached. In Pennsylvania and Nebraska re- publicans will. no doubt, be elected. West Vir- gitia will undoubtedly choose a democrat,whtle the result in Tennessee 1s Involved in doubt. Should the repubtteans succeed in getting a Senator from Tennessee tt will give them con- trol of the Dext Senate; should the democrats get the Senator the organization of the next SeDate will depend upon Mr. Mahone’s vote. ————--___.
